    You need to run cmd as admin,
     
    You can do that by right clicking on the cmd icon in the start menu and clicking run as administrator. Or by pressing left ctrl+ left shift + enter when hovered over the cmd icon.
     
    Or you could use powershell with admin

    The games you listed won't utilize more than 4 cores, except PUBG which i think supports up to 6.
     
    The IPC of your current chip and the 8350 are exactly the same, so upgrading won't give you any benefit when gaming and would be a waste of $100.

    Some one probably has a better solution than I do, but whenever I try to recover files on a volume that Windows cannot access (whether it's corrupted or something), I often find my self using Linux (I personally use Ubuntu just because it's nice and easy) as it seems to be able to handle messed up file systems much better than Windows.

    Maybe get an NVME SSD and if you are playing at 1440p at greater than 60 Hz/FPS I would upgrade to an 1080ti

    getting a cheap kabylake Pentium would be the best idea, it has hardware 4k decoding support.
