    Pretty sure there are valid reasons to have an NDA in business that have nothing to do with general criticisms.

    So are you interested in actually having a discussion this time, or are you just going to declare anybody who has a different opinion than you "Linus fanboys" and ignore them and then disappear like the last time you started a thread?

    Your CPU likely goes to 100% more often using the SSD because more can be done in shorter time.
    With a HDD, there is a bottleneck to then be waiting to then be not as busy to then be not as demanding.
     
    De-Compression used in Fitgirl repacks can be super cpu intensive using all cores, it also uses a decent chunk of sys-memory so overclocked ram can also error out the process. You can be unstable with an overclock that's applied, or your cooling doesn't suffice your CPU (Firgirl Repack 100% CPU loads) and you reach TJMAX on the CPU (100-105*c) maybe....
     
    Monitor your system with HWINFO while you are unpacking it (before it reboots) to try to investigate the heavy loads and what's affecting your setup.. be it temps/power or instability.

    There is a bug in the latest nvidia drivers that when you have GPU Hardware Scheduling enabled (Within Windows itself, the Graphics Settings Menu within Win10/11) then the Nvidia GPU could have high GPU usage when idle or doing rudimentary tasks.
    I just had this happen on my 2080Ti, disabling the tickbox for GPU HW-S and a reboot stopped it.
    Desktop Window Manager (dwm.exe) service may report higher GPU usage on some RTX 30-
    series configurations [3830387] (Nvidia Release Notes) also RTX 2000 series as I was affected.
    Isolated to HW-S I don't know if you even use it, just came to mind as I just went through this.
    The last few Nvidia drivers have been weird for a lot of people,, but I won't say this is your problems trigger, it could be something else.

    4K Native, 120fps without DLSS 2, enable DLSS 3 framegen and you'll see the bump in frames.
     
    You dont have to use DLSS Quality (DLSS 2) and Framegen (DLSS 3) at the same time no.

    Can you confirm that GPU Hardware Scheduling in Windows GRAPHICS Settings page is indeed ticked? (Needs a reboot to activate)
    Articles I was reading on the 4090 did mention enabling this as per Nvidia recommendations.

    Batman has a 90FPS MAXCAP (internally as an option) without editing the config file, your stuck at 90FPS, if your GPU can do more than that, yes, GPU usage will drop.
    Fallout 4, 60FPS Cap if I remember right... so if thats the case, and your GPU can go higher, with the CAP, you'll be lower than 100% GPU.
     
    Not all games are EQUAL or have full GPU bound scenarios due to enforced FPS caps.

    Other games sometimes use only 1-2 cores of your multicore system (whether that load is spread out or not), and usually get CPU bound pretty quick at higher framerates.

    Recommended system specs are the specs you need to run the game at nice graphical settings with a good frame rate. They mean nothing about how much the hardware will be utilized. 
     
    At no point have you mentioned anything about frame rate or how the game actually runs. You've also started threads very much the same as this before:
     
     
    I would recommend turning off your hardware utilization monitoring so you stop obsessing over stuff like this and simply enjoy playing games.

    Because you don't have spare parts,...Take it to a store,....Not that you couldn't likely fix this yourself, but they will have the spares to likely fix it in just 5-15 mins or so given nothing is actually wrong.

    System idle process shows the percentage of CPU resources that are idle and not being used. In other words, your CPU is under a 6% load with 94% idle.

    There are 5$ brackets that solve all of those issues for sale now, and I highly doubt the socket is going to change in between 2 generations. I would wait for 13th gen to come out, and then buy 12th gen, since it will be on discount. You don't always need the latest and greatest, and 12th gen will suffice.

    yeah it's fine then. so long as the motherboard isn;t crap and can handle delivering that kind of power without overheating the vrms that dont have temp sensors then it can run at 100% indefinitely.

    Zen 4 is looking like a strong CPU, but Intel isn't standing still either. Even though Raptor Lake isn't a major architectural change from Alder Lake, they're squeezing out more performance from already known factors such as bigger caches, and more E cores. The clock increase does bring back memories of the P3/P4 vs Athlon era. Interesting that Raptor Lake is stated as a gap filler because Meteor Lake is late.
     
    On ram, I don't recall if Zen 4 DDR5 speeds supported have been officially given, with 5200 seen in a leaked mobo diagram, and a stated sweet spot (presumably EXPO) of 6000, like Zen 3 supported 3200 with sweet spot of 3600.

    I think people need to stop focusing on the absolute highest end SKUs and generalizing product stacks based on that.
    Yes, the KS version of the i9 processor uses a lot of power, especially when the power limiter is removed. But if we look at more sane workloads (like gaming), with more sane SKUs that people actually buy (like the i3, i5 and i7) then Intel isn't really behind in terms of power consumption or efficiency either:

     
     

     
     
    Does anyone actually care that the 5600X uses 5 watts less than the 12600K when gaming?
    We are talking about minuscule differences that doesn't matter. People focus too much on these ridiculous scenarios that doesn't matter and miss the truly important things.
    We should focus less on
    "this 700 dollar CPU uses less power than this 700 dollar CPU when calculating Pi"
    and focus more on
    "this 300 dollar CPU uses pretty much the same power as this other 300 dollar CPU when playing games or doing web browsing"
     
     
    Zen4 seems to be quite a bit more power hungry than Zen3 as well. So I'd be very careful with comparing one unreleased product vs another unreleased product and declaring a winner.
    I think both Zen4 and Raptor Lake seem very impressive so far. That's really impressive when taking into account that neither Zen4 nor Raptor Lake are big redesigns. Both of them are rather small changes but with big performance uplifts (probably from increased clock speeds).

    As far as I know, there is no launch date for the 40 series cards yet. They could be launched this year, or possibly even December 2023. Who knows?
     
    The 12900k runs really hot. The iGPU is relatively low power compared. It's like saying that a blast furnace is okay, but if you put a candle in it, it'll get too hot. Basically nonsense.
