    DDR5-6400 CL36 is perfectly sufficient. It's not the fastest possible, but it's well within the range where giving more is offering minimal returns.
     
    Basically, if you had a system with DDR5-6400 CL36 and another one with DDR5-7200 CL34 right next to each other, and tried both back and forth, you wouldn't be able to tell a difference without looking at an FPS counter. We're talking about a few percent difference maybe in some situations sometimes.

    You just have to plug the monitor in...Then you can tweak the colors/contrast etc, but that's personal taste, there's no "best setup"

    Most generations back can do 60FPS gaming, it's not actually a heavy task really...

    Many game engines can scale to 60fps given the most modest CPU horsepower.
    Go look at 10700K reviews at 1080p Ultra (GamersNexus has HEAPS of comparative data) with a FAST GPU, FPS scales up pretty well...
    On NEWER reviews (12600/12700/13700) you can see even if they don't show 10700K they usually have 10600K/10900K values stated which is helpful in a sense.
     
    Keep in mind you only stated about a MINFPS of 60FPS or better then it's clear to me it's actually overkill.

    Any plain cat6 or cat6a cable... you don't need anything fancier.
     
    These are good for up to 10gbps, cat6 is limited to around 55 meters at 10gbps or 100 meters at 5gbps or less. Cat6a goes the whole 100 meters.
     
    If possible, try to avoid the cables that use CCA (copper coated aluminum) and get full copper cable which should be a bit more expensive.  But CCA cables work fine for short lengths (like 10-15 meters), you wouldn't notice any difference.
     
    Depending on length, shouldn't cost more than $10-20.

    Not normal for sure, your cooling is defective, under any decent AIO 240+ a 3600 should boot at 60C, idle at 40C and game at max 70C...

    Welcome to the forums!
    I'd suspect a bad paste job. Pull the cooler, take a pic of the paste that's there, clean the old paste, apply new paste, tighten appropriately.

    Just to be sure, what are the specific games we are talking about here and on what resolution are you gaming at? Which storage are those games installed in? Lastly, on idle and while games are running, how much ram is being utilized?

    If you’re going for the 3D software primarily and the games aren’t as important, the 11900 still generally outperforms the 10900 despite having less cores. It’s fairly close, and depending on workload the 10900 will simply pull ahead with more cores and threads but the difference is small. 
    You may also see benefits from having pcie 4.0 if you have a modern GPU or particularly fast ssd, with 10th gen won’t support.
     
    But either are realistically good choices. If the 11900 is cheaper, get that. Because the performance differences can go both ways, very slightly, and it’s not too much of a concern either way to instead just go the economical route.

    1.08v on GPU is at the top end of the whole curve, you got plenty of under-volting headroom available... can still increased clocks if you want with reduced voltage as well, just not as much. Or leave clocks alone and reduce voltage or power targets.
    Voltage down to say 1.0v and watch the power drop.... then add clockspeed (if you want) and test stability.
     
    My 2080Ti will default around 1.043-1.05v 1980Mhz-2025Mhz, depending on temps summer or winter.
    MSI Afterburner's Voltage Slider all maxed out, it'll see 1.08v as well.
    But I set it for 2100Mhz 1.018v instead.
    I targeted 1.018v with 2100-2115Mhz as my Undervolt/Overclock (+135)
    Could do better still leaving it at 1980Mhz and setting between 0.875-0.950v (give or take some voltage to ensure stability)

    Certain Types of games certainly feel optimal with less input delay iE Racing at 50fps vs 30fps.
    Some other types of games like Red Dead Redemption 2 animations are long and sluggish so having 30fps doesn't feel as bad as the inputs already feel soaked up by animations on every action.
     
    I personally prefer the slightly smoother 37hz half refresh (75hz) over 30fps lock for my minimum but 30 with good pacing and motion blur to blend, can be okay too..if done right.

    It depends. When it's a constant 30 fps without stutters or drops, it's fine. When it does stutter or drop, it's not great.

    The default turbo power limit for a non K CPU is only 65W. That can kill maximum performance. Go into the BIOS and set both PL1 and PL2 turbo power limits to at least 150W. That can make a big difference when playing games. 
     
    Post a screenshot of the ThrottleStop 9.6 FIVR and TPL windows if you need help with this.

    The 8700K is a 6 core 12 threads CPU.
    The 9700 has 8 cores 8 threads. And the non-k is power limited.
     
    But not having an SSD neans your game has to load everything from an HDD. And HDDs are slow. Upgrade to an SSD.

    Higher temperatures on silicon increase resistance, so if you've already soaked it with an initial run and its no longer a cold run, you're likely to have a higher operating temperature and potentially higher power draw to maintain the same clock speeds.

    Sounds like a power issue. Your PSU may be cutting out from its over current protection.

    Out of the Box with my Australian climate 2080Ti stock 300watts Max TGP with 1920Mhz at 1.05v at 65-70*c on Air, 45-48*c on 240mm Radiator
    I can go real low to 850mv-900mv for 1800-1865Mhz and much lower temps/power limits given the choice to do so.
     
    OC without UV +135Mhz to the Frequency Curve,... 2160Mhz-2175Mhz 340-370watts at 1.075v
    OC+UV +120Mhz then shaving the top curve down..... netting me 2085-2115Mhz at 1.02v and 50-55*c on 240mm radiator, it can Max Limit at 370w at 4K with Ultra/RT.
    Typically uses 280-320watts with 1440p/1620p at High/Ultra settings with 2100Mhz set at 1.02v
     
    I've left mine at 2115Mhz for months now and barely pass 60*c on the core on my hottest days, turbo boost will settle at 2085-2100 due to increasing temps under load and how turbo boost functions every 5*c...

    4770(k). 4790(k) won't be supported.
     
    What is the need for the upgrade?
     
    Keep in mind a 4770 is very very very much so the minimum cpu today to play big games at 60fps.
     
    That and you'll need more ram, a capable gpu, new psu,... you're halfway a new pc so I don't really recommend going this route

    Impossible to tell, but it suggests a manufacturing defect that could be nothing or be a dead short that will blow everything up.  Its not worth the risk.

    AUTO uses basic rules like DLSS P for 4K and DLSS Q for 1080p, it's still a preset but its basic and doesn't actually change what it does based on other settings. It's a simpler preset for people who have no idea about DLSS, so its best practices are done for you.
