    Probably from the PSU, if it is really from there you must replace it at once, a  defective PSU is able to kill any or all your hardware.....
    ΕDIT: at least your psu warned you, mine didn't and fried the motherboard...

    It wont hurt your graphics card if the monitor is having the issue. Just an annoyance and a general sign that the monitor may fail soon. But then again I've had them continue functioning for years with it so whatever works best with you.
