Cinebench, Tomb Raider, and 3Dmark...  Look at the video for the formula, but it has to do with FPS or something else, over $$$.

Yes, Windows 10 is free if you have a key for win 7, 8, and 8.1

Also, why upgrade?  There are no DX12 titles out and the benefits of Windows 10 include sending data to "Improve your service."
It's a good OS, but in my opinion, not worth the upgrade.

I'd like to correct this.  I run in a mix of indie and not indie games and many of them do not support SLI.  (granted, most don't need it but a few do.)  I highly recommend a single GPU since you are currently buying similar costing parts.  If you already had a 380, I'd recommend a second but do not waste your money on two GPUs if a similar power single is available.  SLI and Crossfire are both great at running most of the big titles, but for the good smaller titles, this is not the case.  This comes from experience with my own SLI setup for two GTX 660s.

It will not give you more FPS than a Pentium build, but it will give you high FPS and Significantly better framerate stability.

Interesting project, let me think about it.

This sounds similar to the entertainment service available on flights, where each seat can select whatever they want to watch or listen, as long as it's available on the flight's central server.

Just to make sure I understand the gist of it:
So basically you want, for example, if there were at least one person in each room they can select which types of music they want to listen to?  You are not doing a global broadcast where you simply install speakers in each room and everyone listens to the same music.

For the moment I assume that you would need a central server with storage for a lot of music files unless you want people to access music available on the Internet.  And each room would need some device+speakers/headphone jacks for people to select or even create their own playlists from all the music available.

I wonder if setting up something like an Internet (or local network) radio station(s) would also be a viable alternative.

Can you clarify about Ethernet and Wifi availability in the hospital?  And are you sure they would want to install Wifi in a hospital, as there might be concerns that Wifi signals could interfere with hospital equipment.

    EDIT: Here's my proposal.
Central PC that will act as a media server, with storage containing music files or providing Internet access Cheap Android tablets (Amazon has some listed for like $40 a piece), with Ethernet adapters+cables (not connect to media server via wifi) Or install the music files onto memory cards on each tablet, which would negate the need for a media server Each tablet connected to speakers Each tablet can be perhaps placed inside a fixed stand/case so that people can access the touch screen but cannot remove the devices
