Videos games often has pretty good audio tracks from what iv heard, which sound great with my HD558's and HD6XX (HD650).  In CS:GO the accuracy of the positional audio (footsteps etc) is almost unfair in my opinion at least with the 558's the amount of times iv been called a "hacker" because you can pre-fire angles so easily knowing exactly when there going to round a corner etc. the 6XX are more for music / videos but still work flawlessly in games. 
 
Compressed videos / music from Youtube or Spotify (Non Premium) at 128 kb/s MP3 will still sound fine just not as good as it they could..  and being better headphones you will actually be able to hear a lot of the imperfections and compression especially if you try out some higher end sources and go back to the bad ones... your father is probably just stating that its not quite worth the price tag if your not going to utilize them with proper audio / media files so make sure you do its worth it! haha   
 
When you choose to get a premium subscription (320 kb's + ), listen to a proper produced CD (44.1  16bit), plug them into a DAC / AMP ( Great starter DAC + AMP combo is the "FX-Audio DAC X6" its about $65.00 USD )  the headphones will truly show their potential.  If you or your father has a decent CD Player and Amplifier in the house I would recommend getting the HD 558, 559 , 598 ,599  and trying them with your on board sound with a youtube or spotify track, then take them to the CD player (with a proper CD!) + AMP and plug them in there and you will hear a massive difference.
 
Spotify premium is quite good I have used it for the last few months and have no complaints for everyday listening it sounds great and for $7-10/month its good value IMO. I have tried Tidal Hifi & Deezer Hifi @ 1411kb's (16bit 44.1 FLAC ) and they are great as well but upwards of $20.00/month which at that I would rather just listen to my CD's / Records.
 
To summarize, the headphones will be worth it regardless of source.. and it gives you the potential to upgrade/try better sources in the future and be able to actually enjoy the premium sources with your good headphones.

I have a set of Micca MB42X and for desktop speakers they sound unreal for the size.  I have these paired with a velodyne 12" powered subwoofer and small Lepai 2020 amp for the speakers.  I am also using a FX-Audio Dac X-6 for my audio source so that helps a lot.
 
They are quite small speakers and maybe you could get away with them being laid down on their side behind your monitors or purchase some cheap wall mounting solutions for the speakers?

That leaves 50-60.00$ for a powered sub from craigslist which I'm sure there are a lot of.  You really don't need a massive sub with these speakers they sound great by themselves so a small 8-10" used sub would fill in the lows perfectly.

Stay away from anything that says "gaming" if your willing to spend 400.00$  Buy yourself a really nice set of stereo headphones, a headphone amp/dac & a mod mic.  If your into all the surround sound stuff there is software that you can download that will do that for you.

3. Audio Technica M40x w/ HM5 Angled pad mod  -  You have to do the pad mod to make them good but these sound fantastic for just about anything these are my go to closed back setup when im not using my open back headphones.  Gun shots and explosions sound excellent.

@doinurmop  I play competitive CSGO and have never felt at a disadvantage with footsteps etc using my m40x with the angled pads they truly are a great all rounder.  Do the m40x have the footstep sensitivity as my senn hd558's? No but they are damn good with the angled pads and like i said I never felt at a disadvantage.

You can find generic branded mousepads that are still really good for like 10-15$.

Hence why I said "MAY" need to update his bios...  I must have had a slightly older board when I upgraded my 560ti to the 1060 so going off my experience with similar aged hardware I thought I would mention that to OP sorry for sharing potentially needed information based off my own experience...  If I was 100% certain that on a B250 mobo he would need to update his bios I would not have said "MAY" need to...

This for anyone that works in trades or frequently has to use hearing protection and is not satisfied with the comfort. I was so tired of wearing my hearing protection as the stock pads just dig into the side of your head and after a 12 hour shift I would get headaches.
 
I had an extra set of stock hm5 pads from my XPT 100’S and saw they were a similar size and went for it.
 
The hearing protection I have was the “3M Peltor Optime 101” but this should work with almost any 3M Peltor hearing protection. The only option 3m makes that is just as comfortable is almost 60$ for Camelback branded gel pads. Where a set of no name branded hm5 pads are 10-20$ or about 25-30$ for OEM ones.
 
Pads can be found on Amazon there are various colors, angled ones and if you shell out the cash sheepskin and other more luxury materials for hearing protection seeing as the ear muffs only cost 30-50$ I would just stick with the flat ones and the cheapest. 
 
 
First step is to pull off the pads from the hearing protection just pull straight out they pop out quite easily. Take a knife and cut off the stock pads and gel bladder this does make a bit of a mess so do it over a sink. Remove everything right down to the plastic support / mounting piece. And wash the plastic mounting piece. Stretch the hm5 pads over the plastic and ensure only the very beginning of the hm5 pad material is wrapping around so there is adequate room to snap the plastic back into the hearing protection. This step took me about 25-30min it’s a bit fussy but worth the time. Enjoy your super comfortable hearing protection Photo for proof it works:

When making a post like this please layout your information in a easier to read fashion and provide more information about your computer specs etc.
 
Such as: 
Problem Computer specs / relevant information (headphone type mic type etc) What you have tried to remedy the problem or researched yourself Current Audio settings etc etc  
Going off what you have put in your original post I would say there is obviously something wrong with your audio settings in your desktop..
It seems like a device is switching and getting priority/default status and the hissing etc could be from poor on board audio etc especially if your using GPU audio etc.. I do not know your computer specs which makes it hard to give you a decent answer...

Thats about your only option also ensure your memory is installed in the correct slots if only using dual channel.  Also check out your ppower cables re seat everything make sure you are using ONLY the cables that came WITH your PSU sometimes aftermarket cables etc can have different pin placements.. make sure your cpu cooler/fan is plugged into the correct CPU fan slots on the mobo.
 
You could also phone a friend with a first gen ryzen processor ORRR go to a local computer repair store and see if they have a processor you could use or have them update your bios for you but this option might cost a bit of coin.

More of a response to your first post I dont know if you just dont have the room but you should really separate your speakers more they are way to close together your hurting the imaging.  A simple rule is to have your speakers spaced apart about the distance you would sit from the monitor/tv think about making an equal sided triangle.

You wont be happy with the sound quality of a gaming branded headset coming from the 6XX.  The 6XX is not a gaming headphone by any stretch but sounds way better that almost any of them especially with an amp/dac I own a pair of those and a few others.   you want something with a wide sound stage to help with positional accuracy.
 
The ones I use the most for footsteps in CSGO etc are the HD558's and ATH-M40x w/ Brainwaves hm5 angled pads depending on my surrounding noise levels (open back or closed back) Both of these headphones are fantastic for just about anything but I honestly dont like how the 558's sound now compared to the M40x or the 6XX explosions and gun shots hurt your ears and sound anemic where as the m40x are much more exciting more bass but without sacrificing the competitive nature of CSGO etc.  heres a list of gaming headphones with some added properties and prices.
 
Take what this guy says with a pinch of salt he knows enough but can sometimes have some odd opinions in his review videos.

Save yourself some cash get the M40X w/ Brainwaves HM5 angled ear pads.  

In my experience most over ears even an open back while working out get a bit sweaty around the ear cup unless you dont sweat when you work out lol
 
I have tried my ATHm40x, xpt 100, senn hd 558s and I always find IEMs are the way to go for working out someone else may have a different experience with something wireless but thought I would share my experience.
 
 

Get a Focusrite Scarlett they have many models ranging from $100ish--$1000 these provide a small headphone amplifier, microphone inputs, XLR combatibility and a range of other options heres there entry level unit on amazon check out there site for more detailed info about each product.

If all you do is play CS:GO and your actually really good then sure go for it but if you are coming from a 60hz monitor just get a 144hz 1ms 1080p 24" gsync monitor for 1/2 the price and you will be very happy with the performance good luck seeing the difference from 144-240 especially online where internet connection can add input lag etc into a competitive shooter.
 
Save half the money and use it for something else new mouse, better headphones pc parts etc or for a rainy day.
 
Dont impulse purchase things unless your a millionaire and wipe your ass with 100$ bills do smart research and figure out what your needs are and make an informed purchase and you wont have regrets.

If you still want a sound card / dac / amp I would stay away from internal solutions sound quality and amp power will not be as good as a stand alone dac / amp tell him to purchase a  x6 and call it day.  Lots of inputs / outputs for just about any application, good amplifier that can power lots of headphones and will sound better than most internal solutions if you dont want it on your desk place it ontop of your PC case or mount it under your desk.
