I just don’t understand these kinds of recommendations. What about all the people who live in the Vancouver area? They would have to fly. Save your money and buy flights as soon as you can.

I checked out the URL you listed and Freesync wasn't mentioned at all.
Display port is the only requirement to get Freesync to work on NVIDIA video cards, however, the quality of freesync can change from model to model, but I've not had any issues getting an NVIDIA card to work on the freesync monitors I've tried.

So a couple of things I want to ask before suggesting parts:
What are you expecting from VR? Do you want "the best you can get" in terms of gameplay, graphical quality, and tracking? Or are you just looking to get into VR and start playing some of the top games like Beat Saber, Superhot, Gorn, or Vader Immortal?
VR and Linux do not mix well, if at all. The Oculus headsets only run on windows PCs as far as I've seen, and the SteamVR headsets run best in a windows environment.

Your build looks pretty unbalanced if you're going for a 3700x with a 1660S. Why do you want mATX? If you're going for smaller size, the cases are barely smaller, and you lose out on more expansion slots on the motherboard for basically no reason.
Why? US pricing is completely irrelevant to him.

Maybe. There have been no formal announcements, but Intel hasn't released new CPU's for a while.
Supposedly NVIDIA and AMD will be introducing new GPU's, but there's just not enough evidence to support it.
I'd stay away from mATX cases. There just isn't as many mATX motherboards to chose from. I bought two mATX cases and had the hardest time finding motherboards with the features I wanted at a price I was willing to pay.
Also I think you did a good job choosing a powersupply. boggy77 prefers powersupplies right at the requirement of your present components while I prefer to spend $30 - $40 more getting a power supply that isn't stressed by the components and is fully modular.
Cases are very subjective. I'd look around and find one you liked then picked a matching motherboard form factor.

what you're trying to do looks like downgrading. maybe wait until you have enough money for a new gpu, start our ugrade with that, then change cpu, mobo and ram.

As stated above, I'd wait until I can get a decent rig tbh. As I said previously get a 3600+B450 MAX with the 1060 6GB. Also new GPU and CPU are due for this year so you can wait, have more money and see the price drop for current gen.

A 3400G isn't future proof. Save your money until the week of black friday and buy a better CPU and a GPU at the same time.
Buying something that's not really good enough for today only to upgrade later doesn't make sense to me. You'd be better off saving for a much better system where you'll actually notice a significant difference in performance.
You won't be getting much from your current hardware. If you have a problems saving money you shouldn't be buying new computer hardware especially when you'll be buying a worst gaming experience. Keep your current hardware and upgrade when you are more comfortable financially.

The GTX 1080ti doesn't have the RTX features like ray tracing cores which allow it to render ray tracing more efficiently.
