Even if you have to return the GPU, go for the monitor. Nobody should ever have to make their eyes suffer through a 720p TV Just wait for the prices to lower/the next generation of GPUs to be released.

Great find! I would definitely go for that. About the warranty, I doubt there is much to worry about. It's a new-ish system, but old enough that if anything was going to go wrong, it probably already would have. The warranty is a nice addition, though. I would just make sure to do some benchmarking on the computer BEFORE you buy it to test to ensure the computer is all good. Also, make sure that the computer lists everything as he said. Open up the computer while off and while running to check to make sure all the parts are correct and when it's running, check the fans. Another thing I'd do is while benchmarking, check the temperatures to ensure they are not massively hot. Because extensive heat lowers the lifespan of parts, that can help you make sure you will have the best performance for the longest time. Test the hard drives and do stress tests to the computer and listen for vibrations, unknown noises, excessive fan noise, crackling, etc. If it all looks okay, you should have a great computer for, depending on your needs, at least a couple years.

ok now look under acpi section for virtual anything
if keyboard is a virtualized ps/2 keyboard because its on usb it needs to actually call irq1 with its data so usb controller send the keyboards keystrokes to irq1
ps/2 mouse is irq12

Don't expect any useful information in return if you cannot provide any in the first place. It's common sense.
State your budget. State your intended uses of the PC. State whether or not you need peripherals, a monitor or an OS. And then we can get you a suitable parts list. Just saying "I need a PC at the lowest possible price" isn't going to cut it.

I'd recommend the surface were it not for the fact that microsoft pushes out bad firmware and essentially demolishes battery life on the Surfaces with crappy updates. Happened to the surface book 1 and surface pro 4 when anniversary ed was released. On my sp4, I went from 8-9 hours to under 3 in one update.

The XPS 15 is a very good option and I believe you would be quite happy with it. However, the Surface Book with Performance Base seems like it could be another great option for you to look into.
