depend on the price, ryzen 1600 would be better on a budget but 7700k currently is the best gaming CPU on the market currently. 

sadly they are very expensive, it would be better for OP to just sell everything and buy new parts.

Windows defender(built into windows 10) is actually pretty good at catching stuff.

Very true. This is why I would never actually recommend to NOT have an AV installed. You should always have an AV installed IMO. 

Keep your rigs a bit. GPU prices skyrocketed and this is time when you should NOT build a new PC.

I think you were thinking of Volta from Nvidia. RX Vega is already announced with HBM2 and Volta is announced with GDDR5X

all drives are similar in reliability for a desktop, and you make backups to keep the data safe, so a drive failure won't cause data loss.

You should only get a new GPU when your current one isn't good enough for the games and experience you want to play. If you're wondering about drivers, I usually don't update drivers but if you're playing the newest titles, it's beneficial to have the latest drivers as these updated drivers often come with optimizations for newer games. As for Windows update, you should be installing them.

you can overclock either way, you dont need watercooling to overclock. anyway what i think you are getting at is that you can potentially reach higher clocks because heat isnt an issue anymore

Watercooling isn't necessary for overclocking, but it'll result in better cooling allowing you to use higher voltages before the card overheats and throttles.

The stock cooler is good enough for locked chips, but the Ryzen 5 chips are way better value.

As for unlocked Intel chips - the latest Kabylake 7600k and 7700k have a shit integrated thermal compound between the CPU die and IHS that makes them like 25 degrees hotter, so those aren't a great purchase either. This problem also affects the new 'Kaby Lake X' dummy chips.
