New build will not boot into BIOS. When the system was powered on for the first time, all of the LEDs and fans activated but the post code stopped on "b2", a code that is not noted inside of the motherboard's manual. My guess is that the relatively old GPU (R9 270X) is causing some problems but I'm stuck using it till prices on GPUs are no longer inflated due to mining. I don't know if the GPU is functional and I have no other serviceable system to test it.

ASRock Fatal1ty X370 Gaming K4 Motherboard
XFX R9 270X
750W PSU
What I've tried:
Using only 1 stick of RAM
Reseating GPU
Ensuring all power connectors are secure
Ensuring HDMI cable is firmly plugged into the monitor and GPU
Clearing CMOS
Resetting
Booting with or without a keyboard connected
Removing the GPU causes a 0d error, related to "VGA card or other devices" according to the manual. This signifies that the motherboard is recognizing that GPU is there.
What probably isn't the problem:
CPU - Brand new, properly seated and the cooler was properly secured using diagonal screwing pattern.
Power Supply - New and is rated for much higher than what would be consumed by this system.
Memory - Memory is on QVL and should be running at default non-overclocked speeds.
Monitor and HDMI Cable - Confirmed to work with other devices.
Things that could be the problem:
After talking to someone I knew, he thought the problem might be related to the GPU not being UEFI ready and for whatever reason, the motherboard isn't automatically detecting and switching to legacy.
The GPU's video output is broken.
Research yields very little information so any information anyone might have would be highly appreciated.
