I just ran a stress test and the max temprature on my cpu is 61 degrees and 65 degrees on my gpu

my CPU isn't overclocked, but my ram is overclocked to 2400mhz with my motherboard preset

I recently built my first pc and I installed a copy of windows 10 my dad had used on his pc. I found out that that license could only be used in one pc so I'm gonna buy an OEM key of windows and reinstall everything. But how do I do that? I don't care about my data and it can all be deleted since have my oc for such short time I don't have anything important on it except for my games but they're all on steam. So, if anyone could explane to me how to reinstaal windows that would be nice.
