    Partition WIzard or EaseUS both have free versions that should be able to move partitions, though I've not used them myself so can't say much as to how well they work.

    AVOID... run as fast as you can AWAY from that.
    PSU's are facing stupid pricing at the moment because of factory shutdowns & lack of supply... you'll need to save or wait a bit longer for prices to stabilise.

    Dell and Acer didn't make a real monitor, they just assemble it within their own package and calibrate it. The Panel inside tend to be either LG or Samsung so they tend to be more expensive. 
     
    That said, if you are working in a solitary environment, I think you will just need to look for a monitor with strong colour performance. IPS isn't always necessary, especially if you aren't going to flip that monitor for anyone to see. All monitor need to be calibrate for colour critical work, no matter what brand you buy and you will also need to have it calibrated again for as frequent as every month if you need it to stay absolutely colour accurate. So long as good it has a good coverage of colour space that you use, even a TN can be fine.
     
    If I was you, I'l start with this list of rting's budget monitor then work my way up until I got all the spec and price I am happy with

    just go with whatever is a cheap IPS panel it should be good enough after a calibration.

    IPS is going to be your best bet for good colors (oled is even better but only in a few monitors). next is VA

    I'm not sure why this happens but seems like you've got things wrong on how CPU behaves. A slow storage means the CPU indeed has to wait longer before it gets all the info needed to launch the application, but during the wait the CPU doesn't do much if at all. In other words, using an SSD instead of a spinning disk HDD doesn't save CPU time, but it saves your time.

    I belive if you have the key (the numbers and letters string) you can just call windows support and they will help you out with that, but if you have a free windows copy from upgrading from Win7 or 8/8.1 to 10 it is Motherboard bound and you cannot carry it over as far as I know.

    Crashes mean you can lose data or, depending on the reason for the crashes, degrade components. Even without instability your friend's rig should be superior, so advise a lower performance target if you can.

    Since HDMI is digital and VGA is analog you will need an active converter.
    Just get an adapter at your preferred store, it shouldn't cost more than 20 USD or so.
     
    (I usually recommend checking the reviews on the product if possible though, after reading three or so you get an idea if the product just works or just doesn't work)

    Same monitor and case, you already have the links to those,
    200+900+470+200+360+(1100)=3230, about $50 usd over the budget (R$ 300-400), but you get a better motherboard and can play 1080p medium games with 30-60fps.

    Yeah but it's newer and a dual core g4560 won't do much for you in the next year. A 4 core ryzen 2400g might end up being a bit more expensive, but it will have more longevity

    Cases with top mounted psu tend to be older designs. The intention was to save a fan by using the psu to exhaust case air. The disadvantage is that the psu runs hotter.
     
    Bottom mounted psu can draw air from outside the case and vent it directly out. This isolates the psu so its cooling has no effect on other components. Since the psu is using cooler air it should cool more efficiently which means lower fan speeds/noise.

    I think that this motherboard don't supports your CPU, check out on the manufacturer's site wich CPUs it supports.
