    Nope. A lot of people actually get a bigger power supply in order to add a second graphics card later. And you don't want to get like the bare minimum since if something goes wrong or you get a shortage then your pc will just turn off.

    Buy used parts for memory, SSDS/HDD and PSU. Thats really the only way to save some money if you want to keep everything low, otherwise look for deals.

    I don't understand why you're getting mad at me? I was complementing the boost clock speeds on the GPU. But I did some research and found out ASUS has shitty QC, poor customer support, and some others not really worth stating.

    Nothing wrong with the 1070 other than its very overpriced right now due to RX being bought by miners and everyone getting 1070 instead. The price has skyrocketed over the last month and I don't think a GPU is worth it at the current going price. If it was closer to its MSRP then I would recommend it instead for the OPs budget. 
     
    As for B250, unfortunately the only CPU remotely worthwhile from Intel for the mainstream is 7700k and that's if you are purely gaming and need every last fps. (competitive eSports). Ryzen 3 and 5 are overall better chips for their price category and R7 is better price for performance in my opinion. I have a 6700k since that was the best price to performance when I made my build, if I was building now, I would get R1700 without a second thought.

    Dells' Inpsiron gaming lines, the 7559, the 7567, and even the new 5000 series kinda make this point moot, as all of them have very good battery life.
    I've used my 7559 as my daily driver for college.  Not once by the end of the school day was I rushing for a charger.

    They shouldn't hit, the capacitors should be lower than the height of the pcie slot, and I'm pretty sure the ATX standards have non-interference areas to avoid things like that happening.
     
    Most likely you aren't getting the tabs on the card into their slots on the rear panel.  Check to see if one of them is bent at all.
     
    If nothing is bent and you're pretty sure you're hitting those caps, you can confirm this by putting a drop of whiteout on the top of the caps, then attempting to install the card.  If you get whiteout on the card, it is in fact hitting.
