what is the usb 2.0 plug connected to the usb 3.0 wire used for if there is already a usb 2.0 plug?

i am trying to avoid soldering, so if it is possible to get a facade for the current switches that would be prefered

i am trying to make a diy off case power button and front panel box, i found this power and reset button set but i need something to put over the switches to push them i dont know what to search for in google or amazon to find something reliable and good looking. does anyone have any ideas?

i have a 2x4GB kit with a cpu that only supports dual channel (i7 7700)

im upgrading ram cause my 8gb kit couldnt run all the modpacks i wanted to play

also i forgot to mention that i have an i7 7700

the biggest use case is modded minecraft
