Looking at the prices they quoted for what they were going to buy, it looks like they were planning on buying a number of Vega56 cards. In their situation, they are buying cards based on compute power for rendering and performing calculations.
RkRiley is probably right, they should be buying the Radeon Pro stuff, or quadro. However, they have probably deemed that the extra expense for workstation class hardware just isn't worth it. Being funded as a University project, they can't just blow money on the pro stuff when the consumer hardware will do the job.

I just ordered a Seasonic Focus + 750W PSU. This is all I can afford right now in terms of good tier PSUs. I hope this can handle the task.

The warranty and customer service is relevant. If your stuff breaks, you dont wanna go buy a new one. Also, for people who dont know how to do anything with a gpu should be able to ask customer service, and if they're trash they wont help the newbies. Like you.

Amen to that. I bought an EVGA 970 last year. I am very technology literate and was having issues with it. I called them, got an American human on the phone almost immediately and he didn't treat me like a little old lady that didn't know what I was doing. It was rather refreshing. I had done everything right and there was a defect. (The card would only run with the fans at 100%. Strangest issue I have ever had with a graphics card.)  I have also had an EVGA power supply RMA'd. I would agree that EVGA stands behind their stuff.

Makemkv is your best option to make a decent lossless source file. Then re encode down with handbrake.(optional)
But these programs both have limitations like makemkv will require you to purchase a licence for ripping blu rays and Handbrake on windows doesnt support AAC.

Don't use wifi. If you can't directly wire your backup, get a set of Ethernet over power adapters. They only cost $30-$40 bucks. Waaaaaay better connection than WiFi.

Those are almost impossible questions to answer as the majority of people won't ever have more than one or two. I can only give my opinion on the one I own. The Noctua NH-U12S SE-AM4 lowered my Ryzen 5 temperatures from 73c in Aida64 and 80c in Prime95 to around 60c. I found it fairly simple to install. It includes a 120mm NF-F12 Noctua fan which is one of the most popular high static-pressure PWM fans made.

Honestly there isn't much out there at that price unless you buy used. For a new tablet- if you are just watching movies and browsing the internet. A Fire tablet from Amazon will do the trick. But the best bang for the buck, in my opinion, for that price would be a Chromebook.

I agree with most of the posts here. DO NOT BUY a cheap EVGA. Several different manufacturers make the different EVGA power supply lines. The upper end EVGA PSU's are great. I have a number of G and P series PSU's and they are fantastic. Other than those I would look at a good Corsair or Seasonic PSU with an 80 Plus rating - I would go gold or platinum. You can buy those in a lower wattage model starting around $60.
Your PSU is probably the most important thing in your case to not cheap out on. A bad power supply can nuke everything else you spent money on. Just don't do it.

It will clog up the heat sink that the coolant is flowing through, like the finned cold plate for the CPU. It will clog and you will overheat.

It really depends on the software you are going to use. If you are using software that will leverage OpenCL for rendering, I would Snag a few RX480/580's or an RX Vega. The reason for that is that FreeSync is a little more common and less expensive. If you are locked into using Cuda, then you should just stick with the Nvidia route. I personally prefer two monitors. I don't use 4K- I just don't have a use for it. I have two LG MP59G monitors. They are nothing special when it comes to refresh rate, they support FreeSync at 75Hz. But they do support over 99% of sRGB and they are decently bright IPS panels with a fairly thin frame (without being flimsy). And best of all they don't cost a fortune.

I am with Enderman. If you have something infecting your system that you can't find and that reputable programs aren't fixing. I would do a full system reset. If you want to keep some things on your computer you can do a reset that leaves your files in place but otherwise essentially gives you back a clean install. If the malware persists beyond that, you really need to just wipe it all and do a clean install.
I know that answer sucks. It is a crappy situation. But in this day and age, there is too much at stake. Most of us use our computers for a lot of things, including finances. You do not need someone getting into that and destroying your life. It is just not worth it. Wipe the computer.
And if you don't already use it, you NEED to go turn on 2-factor authentication for every site you use. That is a need. It is one of the few methods that will generally save your bacon if some scheister gets your login info to sensitive sites.
