You'll probably be fine unless you trying to use some really power hungry fans. You would have to check the documentation on your motherboard to be sure, but most motherboard fan headers are good for about 1 amp.

You could have the second computer as a virtual machine and passthrough a mouse and keyboard to that VM. For the display you would have to passthrough a discrete card to the guest VM. You can have the guest start up when the host boots. The host would have to be running GNU/Linux for this to work.
Edit: You might be able to do with without the discete card (meaning it is possible with a Windows host) although it might not be fast enough if you want to watch video on the guest. If you find a tool that will let you lock the host's cursor to one of the monitors, you can have have the VM start on boot full screened on the other monitor. Again, a second mouse and keyboard will be passed through to that VM.
Audio will all go through the host unless you also passthrough an audio device to the guest.

If you have a version of Windows that allows you to enable Remote Desktop the easiest thing to do is turn it on, create a user with RDP access and a very complex password, and then forward TCP port 3389 to the IP of your computer in your router. You can then RDP to your external IP from anywhere and it will connect to your computer.
Example.
MYCOMPUTER - 192.168.0.11 running Windows 7 Pro
- Enable Remote Desktop (http://technet.microsoft.com/en-us/magazine/ff404238.aspx)
- Add a user with a complex password, restrict access from users with simple passwords.
D-Link Router - 192.168.0.1
- Login and forward TCP port 3389 to 192.168.0.11 (your PC)
- Check the status page to find your external IP (from your ISP (lets say 255.22.31.21 just as an example.))
From wherever you are remotely (work).
- Run Remote Desktop (mstsc) and connect to 255.22.31.21, your router will forward the connection to your PC.
Personally I run a VM with Remote Desktop open on the internet and I remote to it and then to the other devices in my house. That way none of my main computers are directly accessible over the internet.

Enable RDP in Windows and then you can connect to it using Microsoft's official app.
If you want to be able to connect to your desktop from outside your local network, go into your router and forward port 3389 from your desktop. You can then, rather than typing in the local ip of the desktop to connect, you type in <wan ip>:3389.

Adding onto what Omniomi said, I would use a Raspberry Pi and rdesktop for a thin client if the OP just wants to play around with the idea and not implement in it in a professional setting. Those thin clients are expensive for what they do.
If OP wants to hook everything up to the host machine, I'm not sure if there is a better way to do this, but you could passthrough a usb hub and video card to each vm. Each pair of video card and usb hub would be where you connect the mouse, keyboard, and monitor. The VM will have exclusive control over the mouse, keyboard, and monitor. You wouldn't be able to do this with a Windows host, because as far as I know, there is no way to do PCI-passthrough in Windows.

It's about time. Searching the internet for some file to download that after some unnecessary amount of clicks and "do you want to also install ..." is so archaic. Surely there will be a GUI for this by the time it is released. Great improvement.
