if it's hitting 80c then have the fans at 100%.
otherwise you have nothing set to 100% until it's already running overly hot

A cpu can be installed in any number of configurations be it a full tower , mini itx , 1U server , ect....
Making a weird cooler that fits any AM4 socket while ignoring any mounting logistics is really easy.
Making a gpu that.... not many people need , not many people will buy , and has to work in every possible configuration the gpu might be placed in , not only for compatibility but also for the sake of trying to get more customers to buy it , would be very unprofitable and not useful to most people. That coupled with the fact that an air cooler is plenty enough and doesn't require a big radiator hanging off of it pumping water.
The real question is , why would someone need only a gpu AIO unless they are just mining..... oh..... I think i see why this was posted lol

Your proprietary laptop needs the integrated gpu to function.
Those % graphs are relative to the gpu's speed. The reason the 1650 is at 0% is becuase it's already not in use. The integrated gpu is slower therefor more simple tasks tax it higher. Not that it matters becuase the gpu doesn't use much power at all.
so no , leave the gpus alone.

try it and see , it's not a feature so it doesnt have to work well but if it does then you dont have to. if it doesnt work well then you do have to reinstall

sounds like it went bad. change it out.
when booting most fans start at 100% rpm , then reduce speed when temperature sensors become active. seems your fan at 100% speed is showing that the bearing is bad and needs to be replaced.

usually thats going to be two different fans going in and out of phase with each other and could make that noise if they aren't screwed in tightly , or basically if ANY part isn't screwed in tightly. Or just a single fan with a bad bearing

typically the other system drivers for other hardware is updated regularly.
that being said you usually don't NEED to update the drivers for any hardware unless there is an issue related to that hardware. So effectively you can use an old driver as long as you want provided the updates do not address anything related to your use case.
most people seem to just update all drivers in the eventuality it will have something to do with a future use case.
