Had the exact same issue a while back, ended up being an issue with Logitech gaming software for my G502. - This might make sense since you said your mouse flickers.
If you have that mouse or use Logitech gaming software it's a possibility, just disable it at startup.

Wow, they still have the same problem in 2020.
The sound doesn't really bother me now that i know where the sound comes from.

Tried that command prompt solution for disabling automatic repairs but it didn't work. Tried a few other things I found on various forums but no luck. Had to reformat and reinstall windows. Oh well, was about time for a fresh install anyways. Thanks for the help though.

Update: Added 2xNB-eLoop Fan B12-PS - 120mm PWM (1500rpm) to replace the Corsair H100iV2 stock fans as they were far too loud.

Update: The fans arrived today, just got them installed.

What can I say! - They are silent!! Max RPM and I barely hear them!
Temperatures actually look cooler thus far with a little bit of testing and they look really good with the setup.

Thank you very much for the recommendation @PPCs-Kat

Seems like the Alienware 17 is winning the battle, here is our video on it.  I wrote the script so let me know if you have any questions, but as far as bonkers laptops go it's pretty sweet.

Either works~ eLoops are perfectly fine! you will enjoy any of the fans mentioned in the thread  and B12-PS is decent choice~ I have 2 on my H100iV2 and one on my evga hybrid.

You need to disable automatic repair,

For this you'll need to have the windows 10 bootable media either on USB or Disk.

    Do you have either?

If not you can download the windows media creation tool from microsoft.

Up to three without the use of splitters or fan hubs.

You'll only be able to have two fans controlled by the motherboard (excluding CPU fan). That being said, you can always add an additional fan controller or use Molex connectors for more fans. With the Molex connectors, you'll need an adapter if the fans are 4/3-pin fans.

In this case your options are limited.

Either try getting an antivirus service installed which will disinfect/remove any shady programs

    OR

Fresh install of the OS ( Preferably try to obtain your data beforehand)

Click your Settings icon in Start Menu.  Update & Security -> Recovery.  As a last choice, you can use the "Reset the PC" option and "Remove Everything".  You'll have to download your programs again, but try MalwareBytes first.

You could boot into an external environment and disinfect the machine, Bitdefender offer a tool for this called Bitdefender Rescue - It can be booted from USB or disk. Their ISO is available on their site.

It's apples and oranges. Its all about your experience, features are pretty irrelevant. It's relevant to each individual.
I'll use whichever device gives me the best featureset for me personally regardless of who manufactures it.

OP, I'd say it all depends on how you like/liked your current phone and what OS is better for you.

If you can get the higher wattage model for the same price, why not get that one?
You might never need that much wattage, but it keeps silent for longer and you have some more connectors.

They will be silent mostly (tbh eloops have better full speed hum).. but they will not cool as well as the stock fans.
