    I assume you are referring to fans on the GPU?
     
    I have a 970 Windforce OC. And only one of the fan is providing fan speed feedback, The other two is just using the same setting, no tachometer wire. (typical fans have 3 or 4 pin wires. Power +/- and fan speed sense, plus PWM if its a 4 pin. The other two fan only have power +/- )
     
    It is possible the fan failing is the fan providing fan speed feedback. The fan controller sees it spins slowly so push the fans to maximum.

    that looks like a corrupted iso, probably rufus missed a sector or didn't load the boot handler onto the USB drive.
     
    to answer the title, yes you can but it will just restart the computer and automatically select the USB drive instead of the installed windows OS. This will give you the same screen as I expect it's the OS on the USB and not the installed OS causing this

    Now i used the Media Creation Tool instead of rufus and it works fine.

    There's an internal amp inside your PC. Which then runs into your external amp, causing double amping. It can introduce static, but it's most likely fine, I did it for a long time.

    Defective fans are rare. There is really not a lot to go wrong in the manufacturing process of pc fans. Besides, EVGA has good quality control and probably tested the fan before it was installed in the psu houseing.

    Yes. Only use the cables you actually need. Modular PSUs are built that way to reduce cable clutter from unused cables.

    Yes the power supply is enough, yes the G1 cards have RGB lighting, and the temperatures are decent enough not to throttle even in that weather.

    quality wise gigabyte is good, they dont put much emphasis into designing GPU cards though. If its cheaper and better than reference its a good deal.
    There are 2 things that make a card good. First is custom VRMs that are better than reference, the 2nd is good cooling.

    Chose your Card by the Cooling performance / Noise ^^
     
    A GTX 1080 custom for the Price of other 1070 models, is however always a good call.
    If ALL other GTX 1080 variants cost 550 or more, and the Windforce 500 only, you can just get the Gigabyte.
    The cheapest GTX 1080 Custom is still better than the best high end 1070 Custom card.
     
    If it is too loud, you can always undervolt it hard like i did.
     
    My MSI Gaming X had 1962 Mhz stock with 1.031~ Volt out of the Box.
    I set it to 1823 Mhz with 0.800 Volt, overclocked the Memory from 5000 to 5500 Mhz, and voila:
     
    Temperatures droped by like 10°C (78° --> <70°C), Powerconsumption of the whole PC droped from 340 Watt to 240 Watt (almost 100 watt less in average), and with lower Temperatures Fan speed went from 1600-1700 down to 1200-1300 rpm.
     
    In my Witcher 3 Test-scene, my fps dropped from 77-78 fps down to 72-73 fps.
    Because i have G-Sync, i didn't notice ANY change at all. Felt exactly the same.
    Around 7% less performance for a total System Powerdraw of 30-40% less.

    What about the countries that are asociated with the US?
     
    AFAIK the US lends the internet service to other countries, it doesn't matter if the ISP of the other countries call the service their own, it's always connected to a satellite which is US property.

    If it's only cooling you're worried about, the Gaming X cooler is pretty good too, and will still hold up fine in those conditions.

    @khazad See how you get on with the stock cooler first though. 1070s aren't generally problematic cards when it comes to temps so it should be fine.

    It'll be fine, it wouldn't sag as much it's not something like a Lightning.
    If temps are really a concern, buy a reference 1070 and add a Kraken G10/AIO or Accelero Xtreme 4

    From my experiences with my MSI Gaming 1070 8G (the non-X version is just clocked ~20 MHz lower - has the same Twin Frozr VI cooler), it feels very well built, and while it does have a little weight to it, as most people have said above, I doubt you'll have issues with anything like sagging. It has a very nice, rigid backplate.

    The Gaming X cards are really well braced internally, and are really rigid. They probably have the least sag of the top partner cards, and you should be just fine without a bracket, especially if you happen to have a reinforced PCIe slot.
     
    The AMP! Extreme is probably unnecessary for a 1070, that much cooling and VRM are probably unnecessary for that card, so go with whichever one is most appealing to you.
     
    I can't personally speak as to the sag of the AMP! Extreme because I've never owned one, but the Gaming X cards are really rigid and do as well as any other card at combatting it.

    the backplate makes it not sag almost at all.
