May make more sense to just buy her a laptop. See Acer Aspire A515 on Amazon for around $370 (ryzen quad core or Intel quad core versions available) , add a 25-30$ stick of 8 GB DDR4 because the base model only has 4 GB and maybe add a 2nd SATA SSD for extra storage (laptop comes with a 128 GB nvme m.2 ssd but has room for extra sata)

4GB of RAM is not enough, I wouldn't consider anything with less than 8GB's of RAM. Especially at that price.

He could do that but on the go he would need a good connection and a good one at home not to mention leaving the PC turned on permanently. I don't know how well it works for non-server applications so OP, please research well before you decide to do this

I always advise this please bare with me - Get a cheap keyboard and mouse to start with. You can add these with ease as and when you have the money. Upgrading the GPU or CPU is much harder to do. Go with the best Hardware you can afford right now then add shinies. Also you want at least 3000mhz ram for Ryzen gaming

£400 is around $500, but to stream to TV I would advise getting an NVidia Shield console. The best one is at $300
