u dont need water cooling on the 7600k u can get away with a 30$ air cooler easily still have temps in the 60s even overclocking -

my rx 480 rs xfx under heavy stress will only spin up one fan unless u stop that fan reaching temps up to 90c

no reason really to shell out more money for an 1700x or 1800x if ur going to OC anyways and from what ive been hearing 3200 is the sweat spot for ryzen i wouldn't go below that
