    A 1200 watt chinese branded power supply... yeah that's most likely the cause.

    Get a better PSU, you don't need 1200W. Even a 550W quality PSU will be fine

    1- I'm in Egypt and 1 USD = 17.5 EGP
    2- It's an HTPC and was running fine actually for the past 1.5 Years until yesterday or so.
    3- it was 1.5 bucks. so yeah. 
    4-i'm pretty sure it does not push 1200 watts. If that PSU really is 1200watts then i'm batman.

    Cheap PSU's really don't last long. There generally poorly made and the wattage and voltage etc. is often exaggerated.
    I would invest in a 550Watt PSU.

    The CPU probably draws less power than the GPU. Just get a better PSU and you'll resolve the issue
    Any PSU from Tiers 1,2 and 3 is fine

    Could be that my I3 4170 is just not too power hungry.
    And my 750 Ti is.
    Will try out some other good psu and see.

    Most 750 Ti cards, probably including your Zotac, draw a maximum of 75W from the board and nothing else. Smart money is on your PSU being in its death throes.

    GPU is about to commit seppuku. Get a better PSU and think about replacing that GPU.
     
    First, use DDU and reinstall the video drivers with an older one.

    A faulty PSU can make anything crash. It can also be the GPU crashing because the GPU itself is dying (which in turn may or may not be a consequence of a bad PSU).However, just because it can be the case, it doesn't mean it is the case. It's not very easy to diagnose, though, especially without redundant components to test.
     
    You can try using something like HWMonitor to monitor voltages as reported by the motherboard, both at idle and then over time as you game. However, you would need to rely in these software measures, and there are other potential problems besides incorrect voltages, and that would required more involved, "lab-like" testing.

    Maybe you could try contacting a few manufacturers (Intel, AMD, Gigabyte, ASUS, etc.) and see if any of them have someone you could interview.

    It's not that it harms it in performance, it harms it in health. And then an unhealthy GPU will artifact (for example, it can become unstable at stock settings due to wrong/damaged power delivery to the GPU and VRAM).

    I see you keep posting here wondering what could be the issue.
     
    IT IS VERY OBVIOUSLY YOUR PSU, PLEASE REPLACE IT, YOUR GPU IS STARVING FOR LOVE
     
    Check out the PSU tier list in my signature and try to find something Tier 3 or better. Tier 4 would be fine for a 750Ti but if you ever want to upgrade it you'd perhaps want a better unit.

    As you recently installed Windows, Windows is active at doing its maintenance cycle.
    It involves:
    Doing Windows Updates (and other Microsoft products such as Office if you have the option checked) Scanning for malware and viruses Indexing your data for instant and fast search Updating Store apps Defraging (if HDD) or executing TRIM (if SSD) This happens when your system is idle, and awake. So this process can be time consuming.
     
    Want to accelerate the process?
    Disable Sleep momentarily so that you can leave your computer turned on for extended time (say over night) without worrying it going to sleep. Don't forget to enable it back after. Open the Store app, click on the profile picture next to the Search box, and go to "Downloads and updates", and click on "Check for updates" or "Get updates" button. Once it finishes or finds nothing, check for Windows Updates (Start > Settings > Update & Security > Windows Updates > Check for updates), To search for other updates, go to "Advanced options" link, and check the box "Give me updates for other Microsoft products...", go back and check for updates. Start the maintenance schedule manually by doing: Start > type: Maintenance > pick: Security And Maintenance > Expand Maintenance > and click on the blue link "Start Maintenance". There is no progress bar. You just wait until the text returns to "Start Maintenance". You can leave you computer over night doing this. The time it takes depends on how much data you have, and system specs.

    It's possible you'll have to reinstall some games if you want them to work.
     
    As for corruption, it's not any more likely than it would be with any other file.
