Finally got it working.  IP addresses were fine.  The issue seems to be that there's a conflict if you use Auto Metric under the Advanced properties of the IPv4 settings for each adapter you have.  I set the 1Gb NIC (with Internet access) to a Metric of 1, and the 10Gb (no Internet access) to 9999 and it seems to work.
 
@Endeavor01 From 1GbE onward you don't need crossover cables.  They autosense.

I determined that I needed about 20 meters.  Pre-terminated 20m cables are pricey.  I decided that I would get optical transceivers and some LC-LC OM3 duplex multimode fiber, as it was quite a bit cheaper that way.  Hopefully it should work!

Update: I ordered a DisplayPort to HDMI active adapter from Plugable on Ebay.  Total with shipping was $23. It does indeed work.  From my DisplayPort 1.4 port I get UHD 4K at 60Hz on my LG OLED 4K TV.  However, perhaps every 20-30 mins of viewing the video stream seems to skip, sometimes showing digital static or just going black, but it always resumes.  Annoying, but it works for now until proper DisplayPort 1.4 to HDMI 2.0 cables come out.
