After changing the boot setting in the bios from UEFI to legacy and having it boot straight from the SSD, I was able to get it running.

I fully realize that but there is a hard cap on $200. an i7 is well beyond $300. The unlocked i5 8600k and 9600k are extremely expensive with the cpu cooler and paste/pad topping $280. I can always down the road decide to sell the i5 8400 for an 8600k with a bit of money. I also got the motherboard on sale at $120.
