    In a case like this, the outer wire is the negative.  With shielded cable or wire, the center lead (wire) will always be the positive and the outer lead (wire) will be the negative.  There is a reason to the madness.  The outer lead (wire) is always the negative because that way if the wire becomes bare for some reason such as rubbing against the inside of the case or something similar then the negative wire will short to ground.  Ground is always the common lead.  Take your car or truck for example, the same applies there too.  Notice the negative lead from the battery of your vehicle is directly connected to the block or frame of the vehicle.  That makes it easy to hook up things like extra lights or other things because the only extra wire that needs to go to the new light is the positive wire that comes from the switch.  For the negative wire of the new light all you have to do is connect a short wire from the negative side of the new light to the frame or body of the vehicle.

    2.0.
     
    That's why most H110 mobos have 1 16x slot and 1 4x slot.
