    You can go cheaper.  My setup uses a 5600 + 1050Ti and handles things very well.  You don't need a cpu cooler like that for a server though, the stock one with AMD is more than enough.  RAM is overkill too, as I rarely use 8GB if ever.
     
    Plex just doesn't require much at all, or even utilize it.  4K streams in the same network don't need to be transcoded either, just read off the drive.
     
    I'd really cut back and use the money for drives, they're the heart of it all.

    PCIe is backwards/forwards compatible, so either drive will work in either slot. If you want the full 4.0 speed though, you will need it in a 4.0 slot. As @okkee noted, on that board the 4.0 is the top slot. Though if you're just running OS tasks then you're not going to notice a speed difference (the speed increase on 4.0 drives is all for multi-gigabyte files, which the OS and most applications aren't using) so if you don't want to shuffle them then no worries.

    That's usually a sign of the pump not working properly, watercooling loops typically have about the same coolant temp throughout the entire loop. It may be like... half a degree off right after the CPU block or after the rad, but not something you could feel with your hands. That cooler is supposed to have a 3-year warranty, see if you can RMA it.

    For most CPU's it truly doesn't matter. A single 8-pin EPS is designed to deliver just north of 300W so unless the CPU is an overclocked recent generation i9, one cable is plenty. 
     
    Current AMD boards have no real reason to have two 8-pin's unless we're going to see a significant power usage increase with future AM5 based CPU's. Right now its mostly a "because we can" and people like to think its helping them and they're willing to pay for that feeling kind of thing.

    No, not needed 🙂 The 1x8 pin will supply more than enough power for the 7950X3D 🙂 7950X3D draws around 150w and 1x8 pin CPU is rated for 226w of continous power.

    Should be fine. 14700K memory speed isn't capped, 5600 is just what Intel guarantees will work. Anything higher and you're on your own. Unless you run into stability issues, you're perfectly fine. If you run into stability issues, just correct those (usually it's the motherboard disliking sub-timings, the CPU doesn't care) and then you're fine again.

    HALLELUJAH! It was a bad driver incorrectly configured by the driver installer I -was- using. Every time I tried to download the new drivers my driver installer overrid me and downloaded the old crap one, thus it kept breaking. Uninstalling the old one and manually downloading the Intel complete pack ( here: https://www.intel.com/content/www/us/en/download/15084/intel-ethernet-adapter-complete-driver-pack.html?wapkw=Intel%20network%20adapter%20driver%20for%20windows%2010%20professional ) fixed it instantly.

    That's... odd. But I've never used an Eero before so I have no idea what it's doing. All my experience is with Ubiquiti, Linksys, Netgear, and TP-Link. 
    That'd do it. As @Alvin853 said, take a crack at getting the correct drivers working. Intel has them here: https://www.intel.com/content/www/us/en/download/18293/intel-network-adapter-driver-for-windows-10.html.

    That's obviously going to be a problem, stop worrying about the switch and fix your device drivers first. Let windows auto-install the correct driver if the installer you found online doesn't work, or use Snappy Driver Installer (the only driver installer I know of that is actually not a scam, but does what you expect it to do)

    Well then the problem clearly isn't with the switch, so we should stop worrying about the switch altogether. Also the problem is not with the router, since it works with the switch and PC1. The issue is with PC2. Can you copy&paste the output of "ipconfig /all"? There may be some identifying information in there though, without knowing what exactly to look for it's going to be tricky to tell you which information we need and which we don't. I think you can leave out anything that is hexadecimal and doesn't start with fe80:: plus stuff like computer name etc if you don't want to share that info.

    Log in to the management portal and look at the port settings, make sure they're all set to the default LAN (to simply answer your earlier question about VLANs, they're just a separate LAN done via logic instead of separate physical hardware).

    You tell us? Sometimes the part of the GPU that handles streaming is distinct and the performance impact is pretty minimal, e.g. see here:
     
     
    But the Intel IGP isn't that powerful (though the decoder/encoder is), so I couldn't say.

    Perfectly fine temp.  As others said, just tweak the fan curve if it's ramping up and down rapidly.

    If memory serves, M1s only support 1 external display. The Max chips may support more, but I think they are still locked to 1 for the M1 series.

    did you check the SSDs in OP's comparison?
     
    Samsung QVO = QLC
    Samsung PM893 = TLC
    Intel S4520 = TLC
    Teamgroup EX2 = TLC
     
    Outliers are the NVMe ones:
    Oyen Digital = QLC, but PCIe gen 3
    Mushkin Gamma = QLC but also PCIe gen 4
     
    Most datacenter drives like Samsung's PM series are TLC to improve reliability.

    It'll be fine. Heck, oftentimes you can fit a 162 or 163mm cooler in a 160mm case, it'll just be touching the side panel.

    This is unfortunatly a case of either contact the company that made it for a unibersal installer, dissect the installer, install the os on a supported one and virtualize it,...
     
    We ended up having this for a bike assembly machine. After a install I cloned the drive and virtualized it to a hyper v server and its been working well ever since happily confused.If it acts up I have a master copy that I can just spin up.
     
    The gx520 is common in machinery but has a severe case of the capacitor sickness of the early to mid 2000's. The boards need to be recapped with decent capacitors and then will run for another 20 years basically. The caps used were miserably quality.

    Just run the top AIO as intake if you want more intake fans. Tis better that way anyways, as the radiator gets the freshest air possible.

    Yes, if you don't want to flip them, you'd need to get 2 reverse fans instead of the 1 you would need anyways if you want to flip the rear exhaust. And you'd end up with a better airflow setup than trying to shove all the exhaust out the radiator that's trying to cool your CPU.

    You know that actually puts things into a different perspective for me. I don't have to buy an aRGB AIO if I am purchasing a couple of reverse rotation fans anyway, so I can save a few dollars there. And since they will be relatively easy to access I will just flip them on the AIO for now. I can purchase fancy AIO fans later when I upgrade the fronts to 140's.

    Not sure you have the correct understanding of dust.  It's pretty much magical and will accumulate where it wishes.  Extra fan or not.

    I'm sorry that you dislike MS, but TBH they have been low key kicking butt with Windows for a while now. They *actually* broke the ticktick curse of Windows with 11 which is pretty solid. 
    If you want to go outside the ecosystem, you're gonna pay a pretty penny. This looks reasonable, but you're gonna end up paying enterprise prices wherever you go and it *will* be buggy
