Sounds like it has to not so much with the speed as it does the resistance of the liquid. Distilled water has a different "weight" than the other fluid. Its likely causing the pump to chatter from the extra work. Could also be wearing the bearing out prematurely. Dont really have a solution but I hope this helps.
I enjoy my EVGA however I have no experience with that particular model. How long had it been since the PC was last turned on? Dust may have settled on the contacts and shorted the PSU out.
You should be alright for a short period of time however I believe you would be cutting it kind of close. The numbers arent 100% accurate but plug your system specs into cooler masters program to gain a better picture of your power draw.
it kinda does kinda doesnt. Crapshoot really. Although you should be able to run skylake on ddr3 just fine. Save a bit of money as well, price to performance skylake to kabylake isnt that huge of a gap.
