If you go to task manger and switch one of the GPU graphs reading to CUDA you will most likely see 100% utilization but yes Task manger sucks at this.

Same, I waited about two days and got nothing. Ended up trying again to request a new one and got it in like 2 minutes.

Try running the computer off of another GPU if you have one and see if the same probably persists. 

No, especially if you want to game at 1440p. The 8400 is as powerful as an i7 6700/7700 

Just do a clean install of Windows.

You should be fine I think. I have a i3 6300 with a gtx 970 and it's doing just fine.

In 2-3 years, whatever the 1050Tis replacement is will destroy a 1060.

I bought a M12 (I think is what it is called) 520watt fully modular psu and I sent the rebate early May and they said it will take 8 to 10 weeks. Currently I'm on vacation and I don't know if it has came in the mail yet. Although I did get my rebate for case from corsair in less than a month. So it may vary between companies.

You are definitely right. I have just been stalking Amazon, newegg, and microcenter for the gtx 1050 ti and hoping for a awesome deal. I actually might get the ti just have to wait for my rebate to help pay for the card.

I figured it out already.

So by the looks of it I should get it then. The card looks in great condition and the guy has the box and all the parts with it.
 

CS:GO needs 200fps to be playable even if you have 60hz

No it should be perfectly fine. Just make sure not to be rough with it when putting it in and taking out.

a used i7 4th gen (4770, 4770K, 4790, 4790k~) would be very decent and cost effective (since your Board is fit for those, and you already have 12gb DDR3 Ram).
 
Then an RX 580 8gb as Custom design, or GTX 1060 and you're fine for a while.

Ok great, also correct me if I'm wrong but on that same screen where you choose the drive to install the os you can also reformat drive like removes the old os from my HDD.

I think that's what I will do. I'm going to first let it do all of the updates that it needs to do and if it still isn't performing nicely then I will switch to 32bit. Thanks for everyone's responses and ideas.

I have been stuck on whether i get a 1050 ti or a rx470 or rx 480. Also i am very aware about the storage and im planning on buying an ssd real soon they are just so expensive. The monitor is 1080p at 60hz. The power supply is a inland ILS-500R2. 

I am also green team and i'm leaning to the gtx 1050 ti even though the rx 480 is so much better
