If your main purpose for this GPU is to use it for hardware acceleration on Premiere Pro, specially targeting 4k video editing, then you're shopping the wrong GPU altogether.
Premiere Pro and AMD Radeon GPU simply don't go well along each other, Premiere Pro is entirely CUDA, NVENC and QuickSync based so you need nVidia/Intel, it has a "fake" support for OpenCL but it's just atrocious and performance is garbage.
If you want to use a Radeon GPU like the RX 570 you need an application that can actually use OpenCL like Vegas Pro or DaVince Resolve, if you're 100% set on using Premiere Pro then you should be looking for a second hand GTX 1060.

That's not really how that works. You need software that supports distributed computing to make use of a setup like that. Search for distributed computing or cluster. I'm not aware of software that can combine multiple computers into a single cohesive whole.

Suggestions of what? AIO or custom loop?
The only suggestion I have is to not try liquid cooling an rtx 2060, as it can't produce enough heat for it to be viable, you're way better off buying a better gpu with the money you'd spend on water cooling that.

I dont think you can flash that gpu. Vbios flashing on laptops is usually not even possible without hardware and thats only possible on very high end cards.

1060ti? I believe you mean 1060 or 1660ti.
And don't listen to the FX haters, the FX 8350 is fine if you absolutely have to (I own the FX 9590 as my main build right now so I know it's still okay, just)..but I'd try to stretch for the 2200g + RX570 build if I were you. The 2200g is going to last longer and it has an upgrade path too.
And honestly..you can get better value builds than these I'm sure, $500-600 for an FX 8350 + GTX 1060 seems a bit steep to me. I think you should continue looking.

Nope, RAM is RAM, only gotta make sure it's non-ecc, Desktop (DIMM), and the right DDR#. No motherboard I know of needs special brands of ram.

I think if you don't drop it often then it's safe to get a thin case. I learned the hard way with my razer phone that having a case no matter how thin will greatly help the drop resistance.

Spend $25 less on the tower, get one that comes with fans, don't buy a intake fan, get a cheaper mouse and keypad and cable ties who cares lol. Look for a CPU motherboard combo on Newegg for example

I have the G920, it's not particularly high quality, but definitely not low quality... I can't imagine it being $100 better than an alternate brand.

That's mainly due to the 350m's 4 ram slots compared to the 450m's 2; however, the 350's VRMs are quite bad.
If you get the b450, then I would definitely recommend getting the 1x8gb 3200mhz stick of ram, so that you have the option to upgrade to 16gb total.

Are you talking about the DRAM Frequency showing as 1066Mhz in CPU-Z, but Task Manager showing Speed: 2133MHz?
It's because the DDR stands for Double Data Rate. You have to double the DRAM frequency to get the speed.
Edit: oh wait, nevermind. Task manager is only showing 4GB of available RAM and CPUz is showing 8GB. Did not even notice that.

If that card is a reference PCB (which it kinda looks like from Gigabyte's exploded view of the card on their webiste), it means a 1070ti founders edition waterblock should work.

Yes that definitely is coil whine.
No, it is not technically a valid reason to RMA a card (of any price point). Funny thing is: High end cards are more likely to have it since they push more FPS.
I have heard of cases where people found the culprit and used a small blob of silicone to silence that noise.
That is my take on it. Sry, to dissapoint you. If your reseller is nice or you are still within 14 days of purchase you can return it. Otherwise: This is not uncommon.
