    It was the last item that fixed it: Run netsh int tcp set global autotuninglevel=normal on command prompt to check if the issue is bug related to Windows Auto Tuning
     
    Admittedly I have no idea what this means but....who cares!! It works!!! Thank you for everyone who contributed to helping me solve this! 🙂

    WiFi is dependant on so many different variables and basically never reaches the "advertised" speeds. Very unlikely to be the same issue for wireless and wired.

    The ethernet controller on the motherboard is from Intel (an I219V controller). The driver that ASRock provides on their site is just the Intel driver. Often what happens is on discontinued boards the manufacturer will stop updating the driver downloads, even though Intel (or others, such as Realtek etc.) has released newer drivers. ASRock isn't the one making the drivers for the ethernet controller so doesn't need to come from their site, better to get the latest ones from Intel.

    Wanted to provide a quick update for everyone: so I found a way to circumvent my issue by turning the old Linksys router/modem into strictly a switch/AP by following Net VN's YouTube video on 'Access Point Mode on Linksys Wifi router'. Still going to wait for that device that @seagate_surfer recommended to come in, though, as I'm curious if I can get my printer online in that manner, or possibly an additional external HD. A quick note: Linksys Smart Wifi page does NOT seem to link Chrome - took me a while to figure out I had to do the configurations in IE so the user interface will load.
     
    Will try to keep everyone posted when the device comes in, though I'm loathe to change anything at the moment because it appears to be working. Thank you everyone for the help and support!

    Thank you for the suggestions, and the info! I'll buy this little guy today and will try out the solution end of this week (God bless Amazon Prime). Another question though: my US-8 Unifi switch does have a PoE. What if I turned this port 'on' as a means to power the device? I assume the risk is damaging the external Seagate HD in this situation?

    When OCing, yes there is a difference somewhat, when you OC a GPU at full resolution the OC will be fine/stable for any smaller resolution but if you OC the GPU on a low resolution and then decide to increase the resolution you may very well get issues, which is why it would be best to OC the GPU on the native resolution of the monitor.

    Why you have like the same rig as me then?
     
    The only issue with 2560x1080p on 34 inches is that it gets pixelated, I rather 29 inches because pixel density is perfect in my humble opinion... I think either monitors are good to go though, the ultrawide will be easier to run on the Titan X than 4k for sure if you're satisfied with it already I don't see why bother changing.

    Would have to completely turn off nVidia hairworks AND lower Shadows one tier OR disable all AA related options but then it would run butter smooth 60fps on 4k with the rest of settings still on ultra and such...
     
    The processor is important too, in Novigrad if you have NPCs set to max it does punishes the CPU as much as Ubishit's AC Unity

    Should be. The 980 Ti, basically a chopped down Titan X Maxwell, claims it can handle 4K, and it can if you turn some settings down. It's around 1060-1070 performance, so I'm guessing the Titan X is around 1080 level.

    Only thing you really need to know about TN is: "Never buy a TN monitor".
    Look up TechQuickies video on it, and you'll see the horrible viewing angels on it, and the horrible colors.
     
    The LG monitor you did get, it what I call a "sweet spot" for monitors. It's not to big, not to small, and the resolution is just right for most things, and the aspect ratio is perfect for games.

    I'm a big fan of the ultrawide monitors now, especially for games. based on my experience, and the fact that running 4K is still pretty tough, i'd go for the LG

    The Samsung has not so great colors, the viewing are not great either. But it's a TN, so that can be expected.

    You can OC a high end GPU on virtually any mobo. The chipset (Z270, X299 for Intel, B350, X370 for AMD) only dictates whether or not you can OC the CPU.

    To set a custom fan curve, you'd want to use MSI Afterburner, its a software that lets you change settings, set a fan curve, and OC your GPU. For water-cooling, EKWB has a nice site that will show you everything you need (you don't have to buy it from them though, you can get cheaper stuff). 
     
    For tutorials, JayzTwoCents has overclocking videos, and you could watch those to get the hang of the software.

    dude thats a good thing,full utilization means the gpu is not bottlenecked in any way and can do what its supposed to do.
    for the cooling just make a custom fan curve

    Yeah that's fine. Titan's only come with reference coolers, so they do run a bit hot. It is likely still boosting over base clock just not fully. But it just adjusts the clocks slightly to lower heat output to maintain that temp target of 83c

    you have integrated. Your CPU and MoBo both support it. You should only need one more gaming GPU. But if you didn't have integrated, then yes, any GPU would work. (Preferably a GPU that has a low heat output as our other GPUs are gonna get toasty unless you watercool them)

    reason for this is for the software that runs the VMs(i forgot what its called) but you can use integrated graphics for this, I think.

    You might want to consider a 700w for that Titian, especially if you want to take the most out of it by overclocking, a Titan XM on air can overclock up to 1570mhz ~ on core clock making it faster than the GTX 1070 so it is a great pick for the price but then again to do such OC you need a 700w 80plus power supply.
     
    Also if you have any finance means to get the locked 7700 instead that is highly advisable.

    This is excellent information - I can afford a few nights of McDonald's for the i7-7700 (just kidding on the McDonald's...maybe Costco food court). I also selected the EVGA SuperNOVA NEX 750W 80+Bronze (semi-modular) since OutletPC seems to be doing some rebate thing.
