I would strongly suggest that you have at the minimum one backup version of your data at all times, it is not worth the risk of your drive failing unexpectedly and then playing your luck at an expensive data recovery facility. It is normal for hard drives to slow down with age as the components within the drive have been worn out further (with use and time), although you should not trust it to last (especially if it has already been used for many years). If your hard drive fails in the meantime before getting it backed up, there is always the chance that your data is gone forever. My recommendation would be to get your data backed up ASAP and not take any chances of the drive failing, getting an external hard drive is not the only option, there are many could services for PC data backup such as BackBlaze. I would be able to better recommend you a backup solution if you could let me know how many gigabytes of data you have which you want to have a backup copy of.

Since you're a student, the laptop would work better for you than a custom desktop, and that's a good MSI model, getting it on sale is the best move for you

I would not recommend that as a strategy. I think it used to be somewhat common ~15+ years ago but as data requirements have increased and the cost of HDDs has fallen, not to mention the decent of optical media into obscurity and the very slow and inconvenient nature of them vs other options available today, people have moved on to other methods. Additionally, unless you're using special discs, they are not actually "archival grade" and can degrade over time, which is counter productive to the purpose of a backup.

If I was doing it personally I would use something like WinRAR to encrypt the data before burning. This also gives you the option to add a "recovery record" which essentially works like RAID 5 to use a bit of extra data as redundancy to protect against corruption.
As for Google Drive, that will definitely increase your ability to recover in case of issues, but it wouldn't increase the security of your system at all.

Archives like RAR use lossless compression, not lossy, and do not change a single byte of your data, so there will be no quality reduction. You can also disable compression entirely by setting it to "store" in order to significantly lighten the CPU demands of compression and extraction.

reinstall windows could solve some strange issue/ config.
but more importantly SSD is a must for windows 10 & chrome
and if you have other windows 7/8 keys, you could try reuse them in 10 first

Run each stick individually, if they both test fine (run a memory test on each stick) then it could be your power supply going out. If it's only got 1 4pin instead of an 8 you could be pulling too much through it.
PSU or ram... both about the same price. Kingston offers warranty replacement of the RAM, but you'll have to contact their support via their website to start that process.
