Would something like a GTX 1060 work a lot better of FPS increase?

Hello, I posted a question here about a week ago concerning FPS improvement. I asked if you get a better increase with a new GPU or CPU. Currently I have an I7 2600 8GB ram GTX 960 SSC 4Gb. I was thinking on upgrading to an I7 7700, would that improve my FPS enough to justify the cost of around $250, with a motherboard included?( I work at Intel so I get a deal on chips )

Would upgrading the gpu help alot?

What would the best ddr 3 chipset to go with?

Will that work better for FPS?

Hello there, I'm a tech guy like you all here and I have one question, " How do you improve your FPS?". I compared my system ( i7 2600 8 gb ram and GTX 960 SSC 4gb ) with my friends ( i7 6700 16 gb ram and 960 mini 2gb ) His pc blows mine out the water. In GTA V he gets around 70 FPS and I'll get around 40 FPS. My GPU is better then his so, I know its not that, as much as I think it is his CPU. Could it just be as simple as my CPU not having the features his does. This was not a problem for me until I started to record my game play. If there is anything I can do that will not cost me a lot I'd love to hear it. If I have to change something I was thinking on upgrading my motherboard and cpu, Id like to stay on the DDR 3 version of memory.
