so i was upgrading my bros rig than i saw a r9 280x as same price as the gtx 1050ti i was buying for him yeah it was used but if a great deal tell me what is better no noise problem

get the spec alpha comes with 3 fans also

i must say get it refunded and buy a new 580 Asus strix they never got bad on me

No reason to get more ram.  16Gb is plenty. 
 
I think with just a monitor and a new gpu you would notice a difference.  I would try those two and see how the system runs before spending more money.  After that I would put a new psu next and a new motherboard for overclocking after that.  Your power supply isnt great, but its not horrible.  if you dont plan on overclocking there would be no reason to upgrade it unless you went for something like a 1070 or 1080.
