    Thanks for all the info and help. Ended up solving my problem with a few solutions. 1. I changed the Ethernet ports from "auto" to 1GBps in the modem settings. 2. I changed the cable out 2 more times that goes from the modem to the switch. 3. Called AT&T about the blue port not working and they are shipping me a new modem. 
     
    I believe the 3rd Ethernet cable I tried was the solution but can confirm your light trick and speed test now shoes devices on the switch getting their full 1GBps!!!

    Does the CPU do what you want it to? Stress testing programs are typically extreme and unrealistic. If you can render videos or play games without any major throttling? Then I'd say there is no reason to worry. Though Coffee Lake ran kind of hot anyways. Also air flow is important and positive case pressure. All fans are facing the correct directions and case air flow is good?

    Ok so extremely weird situation but I found the problem and was able to fix it easily. The Phanteks Evolv Shift is an ITX so it is compact, to say the least. Well, there is a channel in the center of the case for cable management. We have a lot of cables routed through the center channel which was the cause of the problem. The cable running from the power switch to the connector that goes to the motherboard was tangled up and pulled so tight it was unplugged from underneath the switch housing of the power button. Once I opent he switch housing, i found the unplugged cable. We rerouted the cable, plugged it back in and all seems to be working well now!

    Haha. If that is the case, in theory you don't need to upgrade yet. If it's for me, I will hold on the upgrade and see what's on the line next year. I have a feeling that the CPU launch next year will be newer than the current CPU ...
     
    Liked I said, it really depends on you. But I would strongly recommend you to hold off the upgrade for now.

    in that case hold on man til next year  ryzen new zen2 & intel's new line up will be more interesting than this year.

    I don't know what you're running but I have a Gigabyte motherboard which I officially hate this brand now. Anyways, their website was horribly outdated. I went directly to intel and updated my drivers because I've been suffering a similar issue for months. No internet connection on cold start OR reboot. Anyways, intel driver update did nothing for me. I actually completely uninstalled my Realtek audio drivers and installed the latest, again from their site not my motherboards and the issue was corrected. Do you have the same exact issue, unlikely but I'd look into services that start up with your PC first time on a cold start. Maybe one of them is causing an issue like me. I don't know enough about drivers to explain how any of this makes sense. All I can tell you is nothing else has changed but audio drivers and it resolved the problem. I even rebooted several times and did a cold start after installing the intel drivers with no success. 
       Sorry for the lengthy response but hopefully this helps in some way and gives a little insight on how weird things can get...
