Says who? Mines running 3200mhz right now, I get 3333mhz out it. That's an old mentality, new bios updates and knowledge on how to tweak the ram makes 3200mhz pretty simple to obtain. Check my memory guide.
However, the difference between 3000 and 3200mhz is minimal, just be a shame to have paid for those 3200 dims to have them drop to 3000mhz. The big concern though, is how well Ryzen plays with 4x dims - its doesn't play nice

You need to tweak the timings yourself, it is time consuming but if you really want 3200MHz, you have no other choice sometimes.
Or increase the CPU IMC voltage.

The IMC can just not be good enough to accept 3200MHz. Remember, 3200 not an officially supported speed (only up to 2666 is, Raven Ridge APUs and Ryzen 2 can do 2933 officially) and you're operating the thing out of spec. It's called silicon lottery, you may have a lesser IMC in your CPU.

I get it too and even worse in Sony vegas 14(and even shitter rendering)
4k footage is a huge huge demand to scrub through, u can set up smart cache
and set proxy to 1/4 and it should be a lot better, but it's still not the best
best free software Iv used is lightworks but u can only render out it 720p

I had the same issue in Davinci using an overclocked 1600X and just 720p or 1080p video. You get what you get with free software I guess, no matter how pretty it looks.
I have better results using the final version of Windows Movie Maker than I do with Resolve, even watching tutorials. The shit just works.

If the system cannot collect any info from the shutdown, I take that to mean that it is the PSU after all. You can make it last a bit until you get the new one by blowing the dust off its insides, if the inside is full of dust that will make the inside components overheat which will triger the over temperature protection feature, and it's easy to miss the dust inside it because it's usually inside the case with dust filters and everything, but even then it's worth looking for some dust.

Yup, I have 3x120mm as intakes on the front. 1x140mm on the top and 1x120mm in the back. So the air pressure inside should be positive.
I might have to move...looks like the easiest solution

I think a few of the thermaltake core series can be cubeish. Not really dual chamber though. I have a x9 sitting around. I think the x7 is still atx.
Id go with the 540 myself. Was gonna step up to the 740 for all the extra features but doesn't look all that great.

1700, it overclocks basically just as far as a 1700x/1800x while costing significantly less.

Well there is a thing called the silicon lottery.
Every cpu is unique, some of them overclock good, some of them don't.
BUT in most cases a 1700 can be overclocked to almost the same speed as the 1800x if you are prepared to get at least a decent-ish cooler and some time to spend on it.
There are examples where the 1700 overclocked can beat the 1800x stock, but you can also be unlucky and have an example that barely overclocks at all.
