At this point all you had to do was go to support.hp.com and download and install all the drivers for your laptop. Windows couldn't find the drivers for your devices, so those things didn't work.

That's never happened when I pirated ALL 3 of the first GTA games, and that was on XP. We're only going downhill. (PS, get abandonware from archive.org CD rips not some random fishy site)
Yup, as a refurbisher OEM systems are very very strange. At least yours booted from USB, belive it or not, many will not.
What you said with mouse driver and screen brightness, that is normal before drivers are installed, which happens later in setup.
Don't go and say all laptops suck so fast. Yes, Win11 is pretty garbage, but there are some good laptops out there, such as older ThinkPads and Precision laptops (what I'm typing this on now) that are very serviceable and moddable.

The G3 has been suffering major criticism on the PSU section in our forum lately. Why?
OTP and OPP issues. These are two different protections helping to keep you and your computer safe. The first, OTP, or Over Temperature Protection, automatically shuts down your PSU before it gets too hot and melts. The other, OPP, or Over Power Protection, prevents your PSU from delivering more power than it can deliver.
These are very important protections, as you may be able to tell.
And the G3 fails these tests. The source of these quotes are from Aris, one of the leading PSU reviewers and more comprehensive than JonnyGURU.
These are three different retail units. With the competitors being so good at this price range, there isn't a excuse for this.
Go for EVGA's own G2 or G1+ (whatever is cheaper), Corsair RMx, Be Quiet! Straight Power 11, or anything else. Just not this EVGA product.

Don't buy by brand, ever.
What are you needing that would need more than 760W? Unless you have a 3090 Ti, it's probably enough.
Most modern PSUs with no in-cable capacitors will fit your needs just fine, including Corsair cables.

What does it matter? Sometimes things take time to ramp up, unless your download speed is less than what you're paying for an extra 1-2 seconds to "ramp up" doesn't matter.

before you order one, go into the bios, and try to manually change pcie slot to gen 3. It might be trying 4.0 and failing and getting kinda messed up.
ALso since its soft tubing is there any chance of you trying it without the riser cable to test it?

From what I understand of DX, if it requires full DX12, it will not work on the Kepler series of cards as they only partially support DX12. There is no workaround other than buying a new card.

You will need a new GPU. I doubt the publishers of Elden Ring will be willing to add a patch for older GPUs that likely can't run the game well.

The SpeedTest result can only account for the speed between your computer, ISP and the SpeedTest server. If there is any congestion from that point onward to Google's servers, this will result in slowdowns. Try also testing speeds on fast.com and dslreports.com.
Unfortunately, you'll only get full gigabit speeds if all points between your computer and the server to which you are connecting can support gigabit speeds or better.
To fix the speeds? Not sure this is the right solution, since your speed tests show you're achieving what you're supposed to get.

Just get Windows off a grey market seller. I recommend Gamers Outlet, but most will work, even eBay. Usually around 3-4 euro.
If you want RGB with the case, it's cheaper just to buy some strips and fans on Amazon/eBay or something.

Couple things:
1.) Basically all PCIe 2.0 motherboards I know don't support booting of PCIe storage, so unless you were going to use it as a spare storage, it wouldn't work.
2.) For the devices that have fully wired x16 slots of PCIe 2.0 (so basically Nehalem and older), you just aren't gonna saturate a full PCIe 4 x4 interface with data throughput in almost anything but benchmarks.
3.) it would require PCIe switches, which are expensive, and you'll probably end up paying more than your system is worth for a drive and one of these adapters.
Basically, it's a very niche product that for 99% of situations makes no sense, so therefore it doesn't exist.

My HD 6970 is used and it works like brand new and even overclocks very nicely.
The ways i determine whether the sellers lies or tell the truth are:
1.Bad reviews do a pretty good job in outlining issues .
2.Is it a business or a private person selling stuff it doesn't need?
Sellers that sell a lot of things generally more likely to last less compared to people that sell small amount of stuff.
The guy that sold me the HD 6970 is a very nice German guy with 100% positive reviews.

You already have the 9900K, it's still a great CPU for the next couple years. I don't see the need to upgrade basing it off just the specs, but it also depends on your workloads and games/resolution.
