Ended up trying that and still had the issue. Ended up tearing it down today and found the 24 pin wasn't seated fully in the PSU so kept rebooting cause it was unplugging and going back in lol.

First just try power off the PSU and simply taking out the CMOS battery for 5 min. After put back in and turn on. Make sure ram is seated in slot A2 and B2 on the motherboard.

I just managed to score an EVGA 3060 XC Gaming 12GB non-LHR for $330 AUD ($227 USD), which seems like a steal as I can see the same card for over $700 AUD new from various retailers & on US eBay the cheapest buy it now was $320 USD.
Edit: I also managed to score a brand new unopened EVGA RTX 2060 XC Ultra for $300 AUD ($206 USD) which from what I can see is what used ones are going for on eBay..
If I can get my GTX 1070 to work again, it would mean I have 4 EVGA GPU's at my disposal.

Overall nothing to special. I have more stuff I carry in my bag but this is just what's in my pockets.
JBL Headphones, paracord bracelet with compass, whistle, LED, firestarter built in. Zippo lighter for just in case, wallet, pocket organizer with pen - weatherproof notepad - knife - light and compass. Work phone (Samsung of some sort) and iPhone 13 and a watch (Tag Heuer in pic but normally wear Apple Watch as work)
Everything else I carry inside a shoulder bag

Yeah in this case id rather go for 1 last gen laptop or computer on clearance, or just a very basic Ryzen 5 5600G system. And yeah, @Psybadek says it best, if your mum doesnt understand linux dont force her to relearn.

Is your mother familiar with Linux? Why would you install Linux on it?
You don't need to buy anything super expensive for an office PC for it to last. I built my dad one years ago using old PC parts I had at that time and it's still running. If I remember it's an old pentium chip.
Me personally I'd probably go with an Intel i3 build.

The gwolves Hati HTM was on sale on Amazon so I picked up a spare one just to sorta have it around.
I like that they basically sell you a mouse for life, as it comes with spare switches and a cable and a cleaning brush

It sucks, but I just wait till I can buy it at retail. I don't need anything right away like GPU, CPU, Consoles ect. I can wait out the scalpers and find it for MSRP. Illegal though? For non essential items I disagree.

Does you daughter want to learn about PC components? If she doesn't even want to learn about it why try and get her to do it? Otherwise just teach her what you know and what you don't you have youtube/magazines/books. It really depends on how she will learn best. Maybe buy a cheap pc, take it apart, let her put it back together with your instructions

Latency is typically measured in ms (milliseconds). Not only is there 0 discernible difference in latency between a 1ft and a 200ft cable but down to the micro second (1/1000 of a millisecond) there is no appreciable difference between a 1ft cable and a 328ft (100m) cable.
Everything will be snappier and faster with wired Ethernet even for that distance.
