It's funny, when I used to have Xbox 360 as my primary gaming device I never noticed the frame rate. Hell, even when I used to game on my crappy overpriced HP laptop and was getting no better than 10-20 frames max in most games it didn't bother me that much. It's only since I built my gaming rig that FPS has started to really bother me. In my opinion 30 FPS or 60 FPS doesn't really objectively matter, it only matters if it bothers YOU. Fuck what the haters say. What does matter in my opinion is inconsistent frame rate. I could game at 60 FPS and if it drops to 50 for even a second it'll drive me nuts.
 
Another thing to consider is what type of game it is. So in a game like XCOM 2 or Ori and the Blind Forest the frame rate can run a lot lower and it doesn't really matter compared to something like, I dunno, CoD or something like that where you're whipping the screen around left and right constantly. A bad FPS there could have a real impact on your KD ratio.

Well, as a consumer you're well within your rights to expect anything you want from the products you buy. But at some point your expectations need to be kept in check by reality and rationality. If the Witcher 3 is too imperfect for you, I think you may be remembering other RPGs through rose-tinted glasses.
 
Push up the difficulty a bit. When you have two dodges and a parry, it's important each hit is worth a lot or else I can see it being too easy. On Death March, I think The Witcher 3's combat system is extremely enjoyable and usually still challenging through the end-game, but I don't know what it's like on lower difficulties.

"Cataclysm" is now a registered trademark of Blizzard Enterntainment, Inc., and the game has been renamed to avoid confusion. Other than that, the game is identical to the game released in 2000.
