The most likely cause for this issue is the pump or the header it is plugged into.
 
So the first thing I would do, is to plug the pump into a different fan header, assuming it actually plugs into a fan header at all. I never touched a X52 before 😛
You can also check whether the pump is working or not by either feeling the pump cover, which should vibrate slightly or listen to it. Simply put your ear next to it and you should hear a noticeable humming noise. (Make sure you don't mistake it for the fans' noise)
 
I assume you don't have an air cooler, since your 6700K doesn't come with one.
But in case you have one, replace your AIO with a different cooler and see if that changes anything.
 
I don't think the temp sensor failed. Usually they then either read some ridiculous numbers like a billion °C or simply read 0°C.
These temps look way to realistic for it to have failed.
 
Btw.: Don't worry about your CPU. Your CPU will throttle itself down to prevent it from overheating or will shut down before any damage can occur.
Keep in mind Intel specifies a TjMax for the 6700K at 100°C.
(For some reason they got rid of TjMax on Intel Ark and replaced it with Tcase which is specified at 64°C. Doesn't make any sense tho. Weird...)

Yeah I'd say it's the pump. 
Do you happen to have a PSU jumper so you can run the AIO on it's own without the system? You can actually feel if the pump is working when the tubes are slightly vibrating when you touch them. 

Ok, I will listen for the pump. Also the pump plugs into a SATA power port, and my HDD is using the same cable from the PSU, and my HDD is showing up in the BIOS so I don’t think it’s that. Thanks though!

Wait for Vega, Volta or get a ASUS ROG STRIX (in link below) or the Zotac amp extreme

if that's in his budget that's a solid build although their is no need for water cooling, the amd stock cooler is fine if he's gonna be using a 1080

Intel's operating model was to update process and architecture in alternating generations. Process updates usually allow better density, so you do the same in a smaller area, or more for the same. That train derailed after Skylake, when their shift from 14nm to 10nm was due. As such, almost everything they made since then has been on 14nm. They can't make more CPUs as they hit their manufacturing capacity. They can't put more stuff in CPUs without making fewer of them. In essence, it has stunted their growth. The failed 10nm process was put down to being over-ambitious in their design goals. They simply couldn't get it to work. This isn't a quick or easy change to back out of. So now we're seeing limited quantity of a lesser 10nm process out, and their 7nm is close enough they're not going to go all out in rolling out 10nm.

Remember this is still early days for the Ryzen 3000 series and AMD is coming out with some microcode updates here soon.
I mean the 3700X will still be good at photo editing and perhaps the microcode update will help solve your issues.
Also the fan being noisy may have something to do with not having the software for your fan controller.
What motherboard do you have?
What memory kit?
Perhaps a bios update will help.
I mean you just got this system, give it a chance.
The 3700X is a great processor and it would be a shame to ditch it so early.
Stability will come and if this is a fresh brand new system then yes maybe upgrading the bios will help.
Besides the upgrade to the intel system will still be a bit of a dead end if you dont have a overclocking ready motherboard.

save a few bucks and get the non modular CX (it's on a newer platform anyway so it's slightly better) and put that money towards a better mobo

I can't think of a good 300 watt PSU

my friend needs a PC upgrade, and I was going to get him Ryzen but he has DDR3 RAM and RAM prices skyrocketed. I was wondering if there were any DDR3 Ryzen boards that also support DDR4.

I did a GPU swap yesterday, swapped my 2x R9 290X for a single RTX 2080 Ti, and the first thing I did was run DDU to clean out anything related to AMD. Shut down, swapped out the cards (tedious process in my case because my 290X'es were on a water loop), when I had the new card in, I restarted my rig and run the driver installation program.
 
Be sure to download the new driver and have in ready for installation. Some have even gone so far as to disable WiFi or net connection because Windows would find and install the AMD/nVidia driver into your system, and these can be older drivers.

Run DDU (displaydriver uninstaller)
Swap GPU
Install new drivers.

I Would uninstall all Nvidia driver first then shut down and do the swap

DDU is the way to go. Nvidia's way habe failed many times and created conflicting drivers due to old drivers being improperly removed

What are your thermals?  First thing I thought was thermal throttling - this is a laptop - is your friends a desktop?

YES it is...in assassin's creed origins at 2560x1440p the CPU is maxed out and the framerate show some stuttering at times.
FarCry 5 CPu is holding back by as much as 20% at times, again 1440p high refresh max settings.
I would need a 8700K or better for max performance...but it's still really awesome i get above 80FPS in all games and most of anything that run bellow 100FPS is because of the CPU and i can play all games at max settings.

Yeah, just get a 1080 Ti. New, you can find one for around 650 USD. Used, you can find one for around 550 USD.
 
Stick with that 1080 Ti for a while, and then when you feel comfortable, upgrade to a newer and more powerful GPU.

Depends on the price of the 1080ti and the 2080 in your area.

i got an amazingly nice 1080ti at a good price barely used and i'm blown away.
