you don't need to solder to all 4 contacts, on a micro switch 2 contacts on each side are connected(see paint image) you just have to figure out what 2 contacts to solder too. A multi meter in continuity does that.

If you have a multimeter you can test the battery. A CR2032 should measure 3.5v-2.5v, if its close to or below 2.5v you should replace it.

Most tasks in cad software are still single core so i would prioritise frequency over core count. i also recommend sticking with nvidia for the gpu as most cad software is validated and optimised for quadros, but because you dont have the budget for a quadro a gtx/rtx is a good alternative as they have a similar ish architecture. With your budget I recommend a 9700k and a RTX 2070.

It may not boot, it may boot but be unstable. The majority of the cpu's on the compatibility list will work with the earliest bios, so just don't buy an incompatible one. the bios version is listed with the cpu on this list.
