    Constantly lol, but I sell what I was using at a slight profit/slight loss so I'm just recycling the same 2 grand over and over again.  I burnt out in 2019 though, so now I've decided to stick with the ol' 6950x until an i3 equivalent can beat it

    The SF450 is beloved for it's low noise levels and reliability, and the evga unit, while a new player, is pretty good.  Personally I'd nab the sf450 just on the basis of much faster shipping

    Have you tried updating the BIOS?  Although my immediate reaction is to say that this is a power issue, you psu seems to be decent.

    The VIII Impact has what looks like two thermal sensors, but I can't find any info backing that up.  And yes, the connector isn't really a necessity socit is often cut from the PCB.

    I'm going to experiment with an AIO in a few weeks, but putting my findings here for anyone else that may be trying to cool 3970x with air cooler.

    * The only air cooler I'm aware of for this processor is the Noctua NH-U14S TR3-SP3.

    * I re-pasted the cooling stack, ignoring the manual thermal paste pattern, instead using a spreader to ensure thin even cover - this made a significant improvement.

    * Don't be an idiot like I was and attach the fan the wrong way around, the airflow direction is embossed on the fan housing, make sure it's the same direction as the case air-flow (see attached).

    * Do buy the additional NF-A15 fan to add, it helps some.
     
    * Assuming you have more than one PWM header, don't attach the second fan to the same header using the supplied Y-Splitter NA-YC1 - I tried that and the max RPM I could get from each fan was halved. I'm using the Gigabyte Aorus xTreme board which has both CPU_FAN and CPU_OPT headers. The manual suggests that CPU_OPT is for a water cooler or pump, but it can be used for a second fan. Attach the fans to these separate headers, then set the input for both CPU_FAN and CPU_OPT to the CPU sensor in the BIOS.

    With this setup my CPU idles around 37-45C and maxes at 84C under load. This is acceptable *for now*

    Point of the topic is to help OP find suitable cooler for their CPU. Keep it in that. Anything else, like pointless nitcpicking about difference between air and water cooling, take to somewhere else. Any further posts in that will be dealt with... as if they were posted to troll.

    I tried switching the hard drives sata port and it worked all three drives are recognized by the bios, windows sees it too now. Thanks a ton!

    The m.2 slot shares lanes with your sata ports.  Plug the HDD into a different plug, either play some PC Russian roulette or check the manual to figure out which ones stay on

    If you want people to help you with problems like this, you really need to list the exact motherboard model. Motherboards are not made the same way.
    It's possible the first m.2 slot is NVME only; but we have no way of knowing that.
    Other than that, follow what @Damascus recommended. You can also find the manual on their site, and it will tell you which SATA ports will work.

    I have made a little progress with this, still aiming for lower load temps but...
     
    1) I removed the vent covers top and side. My "intuition" in the first instance was that without fans in those places, the airflow would be better controlled with the panels installed, but I may well have been suffocating the system some.
     
    2) I was being a massive idiot noob with the CPU cooler fan configured as an intake, but facing opposite to the case fan orientation. Essentially the cooler was fighting the case exhaust for air. Please don't go too hard on me for this one, I feel dumb enough already! In my defense, it came pre installed that way and I just didn't think to check it.
     
    3) I had my 2y/o work on it (see attached)
     
    The result is that the system now idles in the low 40's but under load it doesn't exceed 84C. This is still high I know, but a significant drop from it throttling at 95C. 
     
    I have the second fan for the heatsink arriving tomorrow, and will order some 140mm fans for the case. (Will experiment with the installation of each fan to ensure I don't introduce another airflow contention).
     
    Thanks again for all the suggestions here, it's been a friendly helpful forum (refreshing for a software engineer).
     
    @Bombastinator - I'll come to a decision on cooling for the 580's and may take you up on your offer, but also considering selling a retired rig or two with those cards to fund something newer. Once I am done testing my software on team red cards, I can abandon them and switch sides.

    Yep, there are a wide range of universal blocks kicking around, I use one (made by alphacool with a built in pump) myself.  @Craig Chapman  I generally recomend cheapo chineseum blocks paired with some vrm/RAM cooling for this kind of application, as GPU watercooling is so efficient you don't need to go crazy with the fin design to get good performance.  I actually have a couple spare aluminum heatsinks that I could cut down to fit your 580's if you go that route, feel free to pop off a msg my way if you need any help/advice 
     

    (This is what I use for my heatsinks, m.2 drive for scale.  It'll get trimmed down to cover the important bits, and then fastened on using screws and the stock heatsink mounting points for stability)

    W o t  in tarnation?  Doesn't matter how you do it, moving heat is always moving heat.  Watercooling can and will match a heatpipe or vapor chamber in any situation as long as both are made with an equal amount of care given.
