    If you are buying new, this looks pretty good. You can't OC (A320 chipset) but honestly I wouldn't OC with a $50 board even if it supported it. Make sure the ram is on ASRock's QVL list. You could swap out the psu for the CX450 if you're looking for a place to save money. Also, I remember getting a 300R for ~$45 so the 200R for $47 might not be a good deal.
     
    You could save some money by buying something used from ebay / craigslist. Buying something like this would be a decent value. I only spent like 5 minutes searching for that one; you should be able to find a better system for about that price hopefully (preferably with a haswell i5/i7 or newer). Many of these types of computers are considered SFF and can only fit half height graphics cards so make sure you find one that supports full height gpus. Buying one of those, a good GPU and a new PSU (depending on the one that came with the computer) would probably save you a decent amount of money.
     
    Honestly either one would be a good option. Just keep in mind that you won't have a warranty if something goes wrong and the computer will already be ~4 years old if you go with a used computer.
     
    I'm not that into monitors so I don't know which is a good deal but here is a good place to start. 1080p + IPS can cost less than $100.

    My friend is wanting a gaming pc and his budget is around $500. I made this build pretty quick and i think it looks good but I'd like some feedback. https://pcpartpicker.com/list/9GKvM8
    Also I have heard that you can save money with a budget like this by buying a cheap prebuilt with a decent CPU then putting a graphics card in it. I also don't really know anything about buying used parts if that could help. Just let me know what you think would be best.
    Also I'm not factoring in the price of a monitor but he will need one so let me know if you know of a cheap 1080p monitor (probably under 100)
    Edit: It would also be nice if we could fit an SSD in there for the OS

    it's just a loose connection.
    reseat all cables (unplug and plug in again), and make sure they click.
    if you have a modular PSU, make sure it's secure on both ends.

    Short answer: interference. 
    Long answer: 
    A culmination of things including electromagnetic interference and other interference from your neighbor's 2.4GHz networks. The different channels you see in the Wi-Fi Analyzer app are actually different frequencies of the common 2.4GHz spectrum. If all Wi-Fi networks and things like wireless home phones and baby monitors used the radio frequency of exactly 2.4GHz, things would be a mess. Each channel is a slightly different frequency, allowing for more space between the radio waves in the air, preventing clutter/interference.

    There's some setting also on WiFi adapters that usually slows them down. My laptop was like that by default. I'll try find out the name of the setting because it may help a little bit.

    I certainly think that it will improve. What are the speeds you were getting on the 5GHz network while standing 10 feet away from your router? I would expect the speeds to be 60%-70% of that.

    Yeah I think you should if possible try it with an ethernet cable to rule out an ISP issue here first.

    If you get your full speed by cable then it's just a wifi issue. I suggest using an odd channel like 8 or 13 if all the others 1, 6 and 11 are taken

    Yeah brick walls and metal are an absolute huge factor here when dealing with wireless signal interference.

    Well thanks for you guy's help but i think I found the problem, a frriggen door  . literally just had the most satisfying game of overwatch ever since i'd been used to playing at 250ms ping

    the 2.4ghz is -69dBm and I just realized I need to be doing this on my laptop so I can see the 5ghz

    Head over the "Analyze" tab at the top, and look at the chart to determine if there are other overlapping networks in your area. Look at both the 2.4GHz spectrum and the 5GHz spectrum (I doubt there will be any interference on the 5GHz spectrum). The frequency can be changed on the bottom, it will say either 2.4GHz or 5GHz, just click it to switch back and forth.

    Yes I did do another speed test and the download speed was about 10mbps faster and the upload didn't really change, I forgot about the app Ill download that now

    A picture shouldn't be necessary. 
    Basically, there is this thing called electromagnetic interference that comes from any cable carrying electrons, so pretty much every cable coming out of the back of your PC emits electromagnetic interferance. The antennas on my TP-Link Wi-Fi adapter were touching an HDMI cable as well as a few other USB cables. Try and tidy things up back there and push them as far away from the adapter as possible, see if there is any improvement. Do the same thing with the router if applicable.

    The router is in a room down the hallway from my room, there are 2 walls that it goes through to get here and probably about 30 feet distance between the router and my pc if that helps. it is on a shelf and there are 3 antennas and the middle one is facing up and the 2 others and angled slightly but still up. and no its not very cluttered on that shelf there are a few books that could be moved if it would hlep the signal though

    The connection strength for the 2.4GHz network is fine, but the low bandwidth verifies the earlier claim of lots of interference.

    I'm pretty sure all recent MacBooks, as well as most other laptops, have wireless cards compatible with the AC standard, meaning that they have increased range and bandwidth capabilities.

    A good tool to use to test just for other WiFi networks in the area is "WiFi Analyzer", it can be found in the Windows Store.

    If you're willing to, I would advise doing some more troubleshooting with help from people on this forum as well as your ISP (if it comes to that) and other free alternatives before you go and buy a new component that won't guarantee a fix.

    I think there's a high probability you can fix it. I had speeds around 0.65 Mb/s on my 5GHz network and got it up to 68Mb/s.

    Definitely don't think that MacBook has an AC Wi-Fi adapter as the AC standard was approved in 2013 (according to Wikipedia). 
    Have you tested the differences in speed on both the 2.4GHz network and the 5GHz network while 10 feet from the router, as well as the speeds while connected via Ethernet?
