    I have another question. Will I be able to overclock a Xeon X5450 by doing the LGA775 to LGA771 mod on this motherboard? I am not exactly sure how all of the BIOS flashing works.

    What is the most time you have ever run a benchmark on your computer, and wich benchmarking program did you use?

    yup its the overclocking problem. To be more precise, its the ram timing problem. Your motherboard is experiencing difficulties with the current ram timing. But this is nothing too unusual so you should not be worried. Try turning XMP off then it will boot smoothly.

    Then the overclock is not stable at 45, with automatic voltage. When I overclock my system I always do manual voltage instead of automatic. Try to find out what the voltage is the chip needs at stock. Manually set the voltage to that number and then slowly increase the multiplier until the system is not stable anymore, then slowly increase the voltage.

    Did it by chance started happening after you upgraded to this new bios?
    If not, try setting everything to default like @TheTallGuy sort of didnt suggest?

    Reset all the settings in the BIOS and check if the same thing happens. If the same thing happens we can say that it is not the fault of the overclock.

    not too long ago i had this exact same thing, but with my ryzen based system.
    Update of the bios fixed that for me.

    The GPU has nothing to do with it. What I can say is that the 1080TI is wasted on the CPU.
    I always used one of the scythe mugen  coolers, it did it's job well enough.  I can't remember if I was using 1 fan or 2 fans on the cpu block though.
     
    Speaking of GPU's, you mentioned the Sapphire HD 7870, that is a 2GB GPU. You might want to check for a cheap 4GB card.
    Sadly I don't know NVIDIA cards well enough but AMD side i wouldn't go for anything less than a 290, the 300/400 series are just refreshes.
    You should be able to find something for around 100/150 CAD I think?

    It would but I can't make one with a 2400G nor even with a 2200G for 400CAD, If you can I would love to see it and probably end up saying to go with that one.
     
    Seems decent enough. It's hard to say if it would run cyberpunk. What i can tell you is that I was running the witcher 3 with my 2500k @4.6 + AMD 290 at med and some high without AA around 40-50 FPS on 1920/1080.

    The 3rd option, while it does not do a whole lot extra for gaming, 2 more cores for compiling etc is nice to have.
    Up to you if you think that's worth paying 400cad instead of 200.

    Better than mine at least. You're not doing that with a hyper 212 tho, which is not a cooler you should buy.

    400$ is a very good price for the whold 4960x combo. Usually you pay almost as much only for the mainboard on e-bay.

    I’d do the third option. Board is way better than anything there. 
    Already had a 4790k and it wasn’t all that great so not missing out on much.

    I agree with trevb0t. If you don't want to stream or do anything other CPU-heavy while gaming, go with the 4790k. If you pair it with a z97 (or most z87 from AsRock) board, you even got NVME boot support.

    I still play on the 4790k with a Vega 64 gpu. Running 2560x1440 with 144Hz monitors. No issue with any games so far.

    And if something should break, you can easily get replacement parts.

    Previously I had an 2500k that was on 4.6Ghz, a bit less success with the 2600k, 4.2Ghz 'only', both air cooled.
     
    1st option in part depends on how far you can overclock it. There is not that big of a difference to the 4000 series.
     
    You certainly will not get twice the performance between option 1 and 3.

    I ran 4.2GHz 1.25V when I'm using a hyper 212 evo. Maybe yours can clock higher if it's not as degraded as mine, but 1.25V is as high as I would push. I'm already getting 150w down the EPS 8pin powering the CPU specifically at that point.

    Buy the 4960X lot, sell the 4960X, buy a single socket 8 core ES Xeon. You'll have 8 cores and an unlocked multiplier. Good fun.
     
    That seller is a fool for getting rid of a RIVBE. Defo get it, even for that board alone.

    4960X and stick to it much longer, or just 2600k and see how far it gets you. So far 2600k can still run all games at 1080p60 if your graphics card is powerful enough

    100%, but if he isn't planning on spending money on a GPU in the future either by then that CPU may not be worth (the X) gaming with either as it wouldn't be utilized.
     
    EDIT - if it was me Id get the X too, hands down
