For anyone in the area and interested, someone dumped a mound of LTT Deskpads at the Value Village in Richmond, BC, Canada.

So if that's the case I'm sure they'll refund you, and it's more of an issue with their return system than it is something that's malicious.
Eh I wouldn't use that to ban them for personal purchases, I'd just be more careful when checking out. BestBuy has easily some of the best deals on Open Box hardware around. I would never recommend paying for lawyers to get $33 back. What a horrible decision that would be.

With #6 I'd suggest asking for it before hand via video. Also, with something this large, public meetups are probably a hassle and will lose you the purchase.

How can anybody answer this question? It's as safe or as unsafe as the particular individual you choose to make a transaction with. You're asking us to make generalizations about masses of strangers. 
 
There are no protections if you get scammed, it's up to you to do your due diligence. You can leave marketplace feedback so if the seller has any, read it first. 
 
As for finding out if the stuff is stolen, you can't.

Without a doubt. However, some people will never view LTT as the same again.

Size has nothing to do with power in either regard, but it can mean better cooling.
As for which is more powerful, a quick Google search of the review of the card you're looking at will show you the difference.

If you want something that's reliable, don't buy someone's used, clearance gear.

What do you mean? Each company has many models of RTX 3060.
What do you mean by 'in terms of power'? Power consumption? Power of the GPU at running games?

Don't bother putting a dollar value unless you're buying in dollars. Better to link the site you're buying from, and having people help you that way otherwise you're going to get part suggestions that make absolutely no sense.
 
Between those two cards I'd just get the one that offers the best warranty support in your region.
