    I only build from used parts (mostly). Great way to save money, and I find the journey far more fun than buying new.
    Don't leave eBay out of the mix. You can find some absolutely killer deals on there. I got my $400+ case for $80, and it's basically new.
     
    Do not buy over the course of 2 years. You'll end up with a terribly unbalanced system. Just save up, and buy when you have the money.

    TL;DR: 2x16GB if you want it to work and not think about it, 4x8GB if you want it to possibly be a little faster.
     
    Max speed shouldn't be an issue with this setup, 4x8GB sticks on that board should be able to do 3600MT/s assuming the sticks are the same and can handle it. To be clear, more DIMMs does reduce the speed, but it goes from something like 4800MT/s with 2 sticks (assuming a good board) to 4000MT/s with 4 sticks, both of which are more than the FCLK can handle in synchronized on a Ryzen 3000/5000 series CPU. Your board should be a little worse than that, probably more like 4533 to 3866, but still good enough. The issue with just buying two sticks more sticks though is that unless you're shopping in some very specific speed bins, even if the model numbers on the sticks are the exact same you can still get sticks that won't work with each other. In my experience it's something like 80% they would work just fine, 15% they'll boot but XMP won't enable and/or will crash, and 5% they won't even boot. 
     
    The reason I say it will be a little faster though comes down to dual rank vs. single rank. Nowadays it's almost certain that unless you're buying specific speed bins and/or being very specific about what kits you buy, both 8GB and 16GB DIMMs will be single rank. Running 2 single rank DIMMs per channel though will cause the system to effectively run in dual rank mode, and dual rank has a performance uplift similar to 400MT/s extra memory speed at the same timings. On AMD where you do have a max memory speed limited by the FCLK, the extra memory speed afforded by dual rank can be helpful in memory limited workloads. Whether or not it's worth the extra cost and risk of it potentially not working is up to you. 2x16GB DIMMs can be dual rank, especially if you're looking at higher rated ones like 3600 CL14, but for the most part they're all single rank.

    If you think that's false, then you're completely out of touch with how an average consumer is in the current age.
     
    Even my friends that are gaming enthusiasts and know a decent amount about PCs don't bother upgrading their CPU, they simply buy a new machine when theirs doesn't perform the way they'd like. This is going to be even more the case with people that don't build their own computer; they're not going to open up their machine and install a CPU if they're unwilling to do that with the initial purchase. Sure, there are outliers. There always will be. But this is not the norm. If you think it is, you likely only spend time around tech forums, and that's what you've used to build that belief.
     
    Couldn't have said it better myself. Exactly. There's no reason for people to be swapping in parts later down the line.
    Scenario A: You have the PC, it works, you don't upgrade because you don't need to.
    Scenario B: You buy the PC much later in the future, and look to upgrade for more speed. Then realize that it makes more sense to simply buy something new, as the cost for the same performance is about the same or lower.

    But then again, China simply won't allow any foreign company they don't have a direct control in to operate inside their country.
     
    Never seen any laws in the western hemisphere forcing Chinese companies to have a "government agent"/"party member" within the company structure making sure they comply to governments requests

    People that don't build their own computers aren't going to be upgrading their CPU later, either. 
     
    Some of the arguments here are bordering on Twitch style arguing for the sake of arguing. They're ridiculous. 
     
    This is by no means an issue we should be crying over. If you're spending $500+ on a CPU, you can spend the extra $40 on an appropriate motherboard. You want high end parts, you pay the price. On top of that, there are 12 core 65w parts. I run one. They're perfectly fine and do everything someone running a basement grade motherboard would want.

    There's a very thick line between telling show goers what their security detail will be and what they'll be doing, vs simply telling them that yes, there will be security and your items will be safe. Suggesting that saying they will have security would put any said security plans at risk is ridiculous.
     
     
    I think @LinusTech briefly mentioned something about this on one of the WAN shows (obviously not detailed). but I don't recall what it was.

    Simple fact being that it won't be followed by everyone, and those that don't impose the memorandum will reap the rewards. This covers both governmental and commercial thinking. No one wants to fall behind in any kind of arms race. 
     
    That said, I wonder how far DARPA has experimented with advanced AI...

    You should send only the CPU in its clam-shell with some bubble wrap, because shipping is way cheaper for just the CPU compared to the original retail box, and especially the original retail box + box cooler.
     
    If you want to put it in a box, that's fine, but you should ideally get a box that is as close to the size of the CPU clam-shell as possible to minimize size and, therefore, shipping costs.
