I don't feel overwatch is good game for competetive. Game doesn't punish you for mistakes. Everything that happens if you die, you need just wait a few seconds. In mobas it's critical because it gives enemy gold, and respawn timers are long so enemy team may get an objective in that time. Cs go is more about pure aim, while in overwatch you can always pick pharah or hanzo and hit almost all your shots. Overwatch is good casual game, but not competetive

fx8300 will do just fine for budget 60hz gaming. You could also go for a Pentium G4560 or 4600 if you want something a little more current. If you can buy used, a used FX 8300/8350 platform with 8GB of RAM or more should be fairly cheap and relatively easy to find. Definitely your best bet if you're on a tight budget and looking to get into computer gaming.
But no, the fx 8300 isn't ACTUALLY "shit"... that is just information regurgitated by people who don't really know what they're talking about. Granted, its definitely not amazing or great or anything, but for the price it'll get the job done, and its larger core count than a similarly priced pentium/i3 makes it much better at some games and workstation tasks which can leverage this additional core count.

oh know I get it. There is also little community on russian youtube with "cpu not exposing gpu's portential" and more educated people making fun of them. And yeah, it depends on the game. You can say that i9-6950x (or whatever top-of-the-line) or ryzen threadripper bottlenecking 750 ti in minecraft (minecraft is very cpu-demanding but not gpu-demanding at all, this is why you can get 100+ fps on integrated graphics)

every new intel generation have only ~10% improvement from sandy bridge, some even less (like ivy bridge or kaby lake) so overclocked it can be installed with 1080 ti with no problems

I knew I was missing some spec! I've got 16gb 2666mhz Ripjaws Ram and A wired Logitech G502 mouse and a wired Corsair Strafe keyboard.
And by insane stuttering, I mean both CPU and GPU loads don't go over 15% in some games, and yet every 2-3 seconds you get up to a second of just, frozen gameplay, then the game resumes and if you don't let go of the control your character kept moving while the monitor was displaying a single frame, so in games like Dark Souls you can understand it makes the game unplayable. Though, the music does not stutter, so I'm kinda going for the software issue vs hardware issue TBH.
And what is AMD ReLive, never heard of it.
I'll get back a report once I'm done working and tried a few things.

Not what OP wanted. He wants the audio output to change based on which monitor/tv the window is.
Can't be done. At best check if you can set VLC's output to always be on the tv/hdmi connection. Other than that you're stuck to changing audio output manually.
Only other way would be custom software that detects relative position on screen of specific window and forcing audio output on desired device. No such software that I know of, though. Making it is a headache just thinking about it, not to mention getting it to work properly

Ryzen 5 1600, GTX 1070 + 550W 80+ Gold PSU + B350 mobo = The rest gets cheap + some non-necessities missing (like SSD). You can get those later.
Ryzen 5 1400, RX 580 + 500W 80+ Silver PSU + B350 mobo = Everything you want, but not the best parts.

What they failed to do was provide software compilers that optimised for their new architecture. in 2011/2012 if you were developing software or running VMs then FX was a bargain and you got 8 cores. If you were gaming you only got useful 4 cores, FX playing a game doesnt go over 50% because they failed to provide software optimizations to game publishers.
