Yeah well I don't really know what other info could be useful at all.
Here is a screenshot of the victory screen in apex legends. Obviously it is not supposed to look like that, the word victory is in the wrong place, extremely low res, and everything else is just blue. But I still have 144fps as can be seen top left corner. As I said when this starts happening many other programs on my pc become unresponsive as well.
My specs:
rtx 3070
5800x3D
main drive is 960 evo SSD from 2017
Almost all games are installed on a kingston nvme ssd of less than a year old.
16gb ram 3200mhz
750w psu
gpu is undervolted with tiny overclock. Has been running great for about 2 years now (was second hand)
almost all components are less than 2 years old, with exception of main drive.
drivers are up to date.
As I said I dont get a blue screen with an error code I can share or anything like that. The computer just basically starts malfunctioning and I am having a very hard time figuring out the cause.

Yeah I made another post about that. I didnt get xmp to work, but switching ram to A2 and B2 fixed that issue

Well, first try I failed to mount one stick properly, second try it worked! xmp is turned on and the system booted. task manager is saying 3200mhz. Let's see how big of a difference it makes in timespy!

You make a bigger deal about scalpers in this post than anyone ever did. Like you say, a gpu is not essential to life. And nobody thinks that. Doesn't mean that some ass jacking up the price of a gpu you want to buy isn't annoying.

Euh yeah it was a lapse in logic. I was thinking, my current cpu has a tdp of 165, and the 5800x3d a tdp of 105, so it needs less cooling.
The store I bought everything from also mentioned I should get a better cooler and they recommended the Noctua NH-U12S (Redux) so that's what I got.
Also changed the motherboard to a Asus PRIME B550-PLUS, as it has a usb-c port and is compatible with higher speed ram than the other one.
Also, bought a new bigger case. The Fractal Design Focus 2.
And to top it all off, I decided to get an anti-static wristband to help ease my mind about breaking stuff.
They are installing the cpu and cooler for me before shipping, was a free service if I wanted it. I said yes, because the thing I was most scared of breaking was the cpu with all her pins.
You will probably find me here somewhere at the end of this week, writing a post about how im struggling to put the pc together haha.

Higher resolutions tend to shift the load onto the gpu more yes, because it's literally having to render more pixels than vs. a lower resolution. Regarding graphics settings, turning them to Ultra will usually hit the gpu harder yes, but some can also burden the cpu more because they increase the number of draw calls and simulations the cpu has to work on, think crowd density in the Witcher 3 or Cyberpunk for example. It isn't always so cut and dry. But honestly I think you're overthinking things a bit. Your hardware is more than capable of pretty much maxing out a great majority of games that currently exist. I always set things a tick or two lower than Ultra just because the performance trade off is hardly worth it most of the time, and because my gpu isn't really all that powerful to begin with. But if I'm playing something like Battlefield 5 for instance, I don't really care that the grass looks more pretty on Ultra vs low, because that isn't going to help me acquire targets any easier. So I put that particular setting to low because it helps with visibility. It all depends on what you want out of the game. Is it a single player story focused game where you can afford to turn graphics up in exchange for framerate? Then by all means do so. Or is it a fast paced multiplayer shooter where being able to easily spot enemies at a distance will often times win you the engagement, then lower the settings necessary to achieve that. At the end of the day its all up to you, there's no right or wrong answer here. It's what makes the flexibility of PC gaming so great imo, you have all those options at your disposal. =)
Keep in mind I hardly claim to have all the answers regarding graphical settings in regards to gpu vs cpu loads. Different game engines perform differently, and there's just so many out there that whatever I say will just end up being anecdotal to my personal experience regarding games I have played, and that could be totally different from the ones you play. Personally, I just lower and disable things I don't like, like motion blur or chromatic aberration, or until I hit my monitor's target refresh rate, which for me is 144hz, and call it a day. Most of the time games still look amazing at lower settings anyway, so it isn't really a big concern for me.

my 1070 idles just below 50, I dont know why it's so high. My cpu idles between 35 and 40, sometimes even lower

Yea your probably gpu limited now. That cpu should handle a 3070 or 3080 just fine, so I wouldn't worry about a gpu upgrade, that cpu should handle most games at 144fps just fine.

You'll have plenty of headroom with that CPU and a 3070. Mine did not break out in a sweat.

yeah it's currently 426. Meh I'm just gonna stay with the 144hz 1080p monitor I have now, gpu is more important. I'll just keep an eye on it and buy it if it drops below 400 at some point

Ah, I see. Didn't think of that. I thought the wattage meant the maximum power draw at full load.
