It's worth the price (even more so when they go on sale obviously). You can literally spend xxx amount of hours playing the game if you choose not to skip the side quests. Don't rush through the game just for the sake of it (many are guilty of this). If I had to rank them in order - it would go like this: Main game > Blood and Wine > Hearts of Stone.

7600k if gaming only. Any similarly priced ryzen cpu if you're streaming, video editing, etc. Also, image editing apps usually favor IPC a lot more than the number of cores. So combined with gaming I'd suggest Intel here. If you can wait until Oct-Nov you can likely grab a 4c/8t i7 for cheaper, or a 6c/12t i7 if you're interested. Ryzen 5 1600 build is going to be cheaper as well.
