Then Molex to Fan Header is the only thing i can think of... You connect one to the MoBo header and the molex ad the needed power while everything is controlled by the mobo. -

If your MOBO follow the usual rating you can use 1A @ 12V on one header. Now if all of your fan draw less or equal to that you are fine with everything PWM. -
You have a point here, and mostly those pc are off-network anyway.

My personal choice would be : CPU : R5 1600 (because 6c/12t) but the i5-8400 has a higher clock speed so better for AutoCad GPU : GTX 1060 (because quadro are way to expensive) -

If the 7600k is OC, it would be even better than the 8400. -

That's why the CPU choice depends on the software. AutoCad is mainly single threaded but can benefit from more core in specific workload. If he didn't plan to do 3D render the I5-7600k is a good choice. -

Everything depend on the CAD software he use... Some use only 1-2cores, other like 3DS Max can use 6cores +... Quadro GPU may not be the best choice because of the higher price/performance ratio. -
Can we have any insight on the router model ? ISP ? Because I don't see anything but channel congestion for now.

You should try to change the channel, use an app on your phone to check wich channel are less used and switch for it. 2,4ghz is very sensitive to inteferences...

bookshelf speaker doesn't provide the 3D experience you may had with your 5.1 kit, but the sound quality improvement is worth, plus with good placement of the speaker, stereo can reproduce the sound stage, but it will be different than 5.1

Those Edifier speaker will definitely sound better than the Creative one. You don't need any DAC or Amp to use them, just use the 3.5 jack to rca cable and you're good to go. But you need to know that those are more for music than gaming and the sound may not be as immersive.

You can hardly get something good for a 2.1 at this price point ... If you want some good Hi-Fi speaker from edifier the Luna are on Massdrop but @150usd But if you want some cheap studio monitor like speaker Alesis Elevate 3 MKII are great for less than 100usd In the 2.1 maybe M-audio can be your choice, loads of bass but overall great sound M-Audio AV32.1

Can you check if the camera is enable in the UEFI/BIOS ?
