    High CPU usage is more often the culprit of stuttering or inconsistent game performance. High GPU usage usually results in low frame rates overall. If being at 100% does not affect the quality of the gameplay experience, then it's not a problem. 
     
    on a side note, the 7640x is a bastard of a CPU that should never have existed, maybe you should burn it in an effigy to the CPU Gods

    because some colors end up awful and unicorn puke everywhere is tasteless, tacky and looks crap.
     
    RGB adds costs and manufacturers increase the price of their products to add it, those that dont want unicorn puke backlightning but like the rest of the keyboard still need to pay the RGB tax

    nothing you can do to fix it. Its normal as your CPU needs to process the requests and information. This is normal activity.

    The fan speed reported is probably not from the sys_fan 2 / 3 headers but instead something else. You can check by stopping fans with your hands until the reported fan speed changes. Looking at similar results online, it seems like the these headers don't report rpm and might not support any form of control either. I think they're just powered headers that run fans at 100% rpm. 
     
    Make sure to quote a post or tag a member when replying or else they won't get a notification that you replied to them.

    Could be related to half-duplex , full-duplex , windows having to wait for hard drive to acknowledge that files have been successfully written to it before requesting new files from other drive, maybe some conflict with both drives on same usb controller (maybe try moving one to another set of usb ports)
     
    You could also try using some smarter software instead of Windows Explorer.
    For example, Total Commander can be configured to use large amounts of RAM memory to buffer files so you could go in options and uncheck Standard copy method (where the OS handles caching and everything) and tell it to use big file copy mode with a big buffer, like 128 MB or more
    This way, the software will read a big chunk, then write a big chunk and so on ... basically the same as you'd do with copying to SSD and then writing to other HDD, but you skip the SSD.

    What I usually use is the process monitor (procmon.exe) from sysinternals, its a safe tool from Microsoft. The only problem is that it very "spami" with the default settings because it logs eeeeeeverything. 
    What I would try is to run the tool in the background, as soon as you notice the performance drop, stop the logging from procmon and try to find the process that is causing this. Maybe set the view filter to only show "process and thread activity" the buttons at the top right, since it should be process or thread causing this issue.

    There are tools that log all processes of your system, but the easiest way would be to deactivate all programs in the autostart. if it still happens, then it its a windows process, if not then you know that one of those programs is causing that.

    I am assuming that it is not a company PC and you are not in a domain. Because then I would say its the Group Policies that update every 1h.
    I think it is some kind of cleanup tool that shortly runs a script. You could check the task scheduler if anything is noted there

    No. While Windows 10 does feature the ability to restart your last programs at startup, it is up to the program to offer support to restore the document/view mode/scroll location/content of where things were.

    Do you have vysnc/gsync on while benchmarking?
    What resolution are you trying to play? If you are doing 1080p 60hz then it isnt a suprise that the gpu usage is 30%.
    That cpu won't bottleneck at 4k or 1440p, but at 1080p it will be a bottleneck.

    Some games like bf1 like to push the load on the cpu,And loves cpu cores the more the better.

    Yes I will keep it at first and see how it goes. Right now it only hits cap in BF1 MP, but also my GPU... so maybe if the GPU isn't at 100% anymore the CPU will settle down a bit.
    Anyways it needs to do because I need to save up money for a new CPU

    Nope, Vega 64 perform similar to GTX 1080.

    Vega 64 is still a very powerful card. keep in mind  flagships from 4 years ago are still very good cards compared today. R9 290x and R9 390/x are goo examples. they still hold their own very well

    Keep in mind those are AAA games on Ultra/Very High settings. You could turn a few things down to just High or turn down anti-aliasing and I'm sure you'd be able to hit 100+ FPS with the Vega64.
    However, comparing them directly with all things equal, the 1080ti performs much better than the Vega 64.

    You have a R9 290 at the moment? Since you don't have the 1440p monitor yet, I'd say maybe stick with the R9 290 for now while you're running 1080p.
    Either wait for AMD's next gen Navi based cards which [hopefully] will perform better (who knows when they will come out, hopefully early 2019??), or just keep an eye on your local used market to see if a used 1080ti comes up for sale in the coming weeks/months. Nvidia's new RTX2000 series is launching in a few weeks, so if you're lucky there might be people nearby that are selling their old 1080tis if they are upgrading to RTX.

    Else you should have on C: a folder called $windows.~BT, you can delete it so it will download the new Win10 again

    Well in your case, the device is on a domain... in which case, you need to see how BitLocker encryption works. It might be sync via Active Directory account instead, and you can just password reset the user account. You have to look into that. I thought it was for a personal system, not in a company network environment.

    Assuming a Microsoft account is used on the main system account, the recovery key will be stored there.
    It can be manually backed up as well.
     
    When you'll try to do a system recovery, or re-install of the system, the setup process will prompt you for the recovery key.
    You'll have this screen:

     
    The drive will then be unlocked, and the process can resume.
     
    If you have a laptop or desktop with a TPM chip, you can give it a go a try, and experiment and see how it works.
     
    If not, then you have TrueCrypt (free and open source), which the NSA apparently failed to crack, that you can look into.

    The F-key row should have secondary functions you can use in combination with the Fn key to turn the brightness up. The icon should look like a filled in sun (something like the image below)

    chances are that power still is transfered to the back light stuff but the controller actually controlling the input went dead. result would be no input but a functioning back light....
